25 <br />Orange County requirements to be "dark sky' friendly. Landscape lighting along walkways, the <br />pedestrian street and near buildings will consist of low - level, energy- efficient fixtures that complement <br />the architecture and are installed near the ground or below eye level. Building- mounted exterior lighting <br />fixtures will be carefully positioned to avoid glare and interference with adjacent properties or homes <br />within the village. <br />Signage <br />A ground mounted double -sided identification sign for the community will be located at the entrance on <br />Frazier Road and will be installed according to Orange County requirements. The sign will be constructed <br />of wood with a masonry base, and will not exceed 32 square feet in area or six feet in height. Any <br />lighting will be provided with energy- efficient LED fixtures and will be carefully placed to avoid glare for <br />motorists or nearby residents. <br />Stream Buffers <br />The subject property abuts two streams — McGowan Creek, which forms the eastern boundary of the <br />parcel, and an unnamed stream which flows from a spring -fed pond located on the western side of the <br />property and flows east across the southern edge into McGowan Creek. <br />The land surrounding both streambeds is heavily wooded and will remain so after development. Stream <br />buffers will exceed the minimum required by North Carolina and Orange County regulations. <br />Storm Water Management <br />The subject property lies within the Neuse <br />River Basin and the Upper Eno Protected Area. <br />The small footprint of the Hart's Mill <br />development keeps the ration of impervious <br />surface well below the 12% threshold for the <br />Upper Eno Protected Area. <br />An integrated storm water management plan <br />utilizing Low Impact Design (LID) principles <br />and practices will be developed for Hart's Mill. <br />Low Impact Design is a comprehensive <br />technology -based approach to managing <br />stormwater. Stormwater is managed in small, cost - effective landscape features located on each lot <br />rather than being conveyed and managed in large, costly pond facilities located at the bottom of <br />drainage areas. The source control concept is quite different from conventional treatment (pipe and <br />pond stormwater management site design). Hydrologic functions such as infiltration, frequency and <br />volume of discharges, and groundwater recharge can be maintained with the use of reduced impervious <br />15 1 Hart's Mill MPD -CZ Request <br />
