Assuming a mid -point LTAR for the system (consistent with AWT's soil report) results in a <br />preliminary LTAR of 0.10 gpd /sf, which was used along with the design flow to size the active and repair <br />areas. The active drip zones were laid out using standard Perc -Rite design criteria, prioritizing areas on <br />pastureland on the east side of the site, which feature relatively deep soils and can be laid out with <br />vegetated strips between zones. Repair area has been designated on pastureland west of the active drip <br />zones and east of the village. <br />The small development footprint relative to the size of the parcel, large areas of suitable soils, and active <br />use and monitoring of the entire property by residents and farmers are factors that mitigate risk. <br />Solid Waste <br />Hart's Mill will utilize extensive composting, recycling and reuse practices to cut solid waste by 50% or <br />more compared with conventional residential developments. Similar communities have achieved <br />reductions of as much as 75 %. <br />A central collection point for pick -up of solid waste and recycling will be located to the west of the <br />community along the entrance road for easy access by a commercial service. Garbage trucks will not be <br />allowed within the village proper. The collection site will be built in compliance with Orange County <br />requirements, including a concrete pad, screening and water supply for cleaning. <br />Fire Protection <br />Hart's Mill will be served by the Efland Fire Department. Fire hydrants in the village area will be installed <br />according to applicable regulations. In addition, a standpipe will be installed in the pond located on the <br />property with a gravel access road for emergency vehicles. <br />Emergency Access <br />Emergency access to village residences will be provided via a 20 ft. wide pedestrian road loop with <br />limited vehicular access. Removable bollards at each end of the road will allow access for emergency <br />and large delivery /service vehicles as needed, while prohibiting day -to -day passenger vehicles. The road <br />cross section will consist of a 10 ft. wide asphalt and /or concrete surface with 5 ft. "grasscrete" <br />shoulders on a 20 ft. wide compacted sand and gravel base. <br />Access to farm facilities, including two farmhouses, will be via an 18 ft. wide gravel road running parallel <br />to the village pedestrian road. <br />Exterior Lighting <br />The location, type, height, size and direction of exterior lighting fixtures will be selected to minimize <br />glare or direct illumination that interferes with adjacent properties.
