213 <br />INTRODUCTION <br />This report presents the results of a Traffic Impact Analysis for the proposed Hart's Mill farm - <br />based development in Orange County, North Carolina. The proposed development is to be <br />located on the east side of Frazier Road, SR 1310, approximately one -mile north of the <br />intersection of Frazier and US 70. <br />The developers of Hart's Mill seek to create a compact village -style neighborhood with a high <br />quality of life while minimizing resource use and preserving the majority of the land in <br />agriculture, woodlands, and open space. <br />The initiative is being led by a group of local residents who intend to live at Hart's Mill. They <br />propose to develop 32 homes clustered on approximately 20 acres on an existing 112 acre farm. <br />The ownership model will be similar to a condominium. The proposed site plan for the <br />community is attached as Figure 1. <br />The remainder of the parcel has been proposed to remain an active farm. The development <br />application for proposed plan has been filed as a Master Plan Development Conditional Zoning <br />Permit which, if approved, will forever stipulate that no further development of the parcel will be <br />allowed. <br />If the proposed plan is approved construction is be expected to start in 2016 or 2017 with gradual <br />build -out to full occupancy over a five -year period. <br />The proposed Hart's Mill development is envisioned to operate as a co- housing community <br />similar to Arcadia and Pacifica in Carrboro in Orange County as well. The concept of the co- <br />housing model is that the community is socially tight -knit and the individual homes are <br />downsized in favor of a large community building with a central kitchen and recreational and <br />social spaces, including guest rooms. <br />Recent studies accessible through the internet document that because of the nature of the co- <br />housing community, the residents tend to car -pool more frequently than do conventional single <br />family, condominium and town home developments. The literature reports that a decrease by as <br />much as 30% in automobile based trip generation due to car - pooling in not uncommon in co- <br />housing communities. <br />EXISTING TRAFFIC LEVELS <br />The proposed project site is located on Frazier Road, which runs north- south, midway between <br />US 70 to the south and Lebanon Road to the north. Both US 70 and Lebanon are east -west roads <br />as shown in Figure 2. <br />
