Building products, design and construction techniques will be selected to provide <br />comfort, well- being, and productivity of occupants, especially for indoor air, thermal and lighting <br />quality. This will include reduction in volatile organic compounds and other air impurities, and <br />control of moisture accumulation /water intrusion that could lead to mold growth and other <br />microbiological concerns. <br />Transportation. Hart's Mill will actively promote ride sharing and plans to maintain at least one <br />community -owned vehicle, thereby reducing the need for residents to own extra private vehicles for <br />occasional use. The community will endeavor to provide many opportunities for multigenerational <br />onsite living and working that minimize the need for commuting, running errands, and seeking <br />entertainment and other social needs off site. <br />2) The use will maintain or enhance the value of contiguous property. <br />An assessment of potential economic impact on surrounding properties and the community as a whole <br />was conducted by Scott Dorsett, a Realtor and real estate appraiser based in Hillsborough, NC. He states <br />in his letter of finding dated May 3, 2015, "I see no adverse effect on any surrounding properties, and to <br />the contrary: this community, once completed will be a thriving, productive, environmentally efficient, <br />taxpaying entity that Orange County can be proud of. ...Hart's Mill may very well serve as a blueprint for <br />future communities in the County." <br />3) The location and character of the use, if developed according to the plan submitted, will be in <br />harmony with the area in which it is to be located and the use is in compliance with the plan for the <br />physical development of the county as embodied in these regulations or in the Comprehensive Plan, or <br />portion thereof, adopted by the Board of Commissioners. <br />This proposal conforms to the vision and goals <br />for the area surrounding the property as set forth <br />in the Orange County Land Use Plan. The Cheeks <br />Township area is identified in the Comprehensive <br />Plan as one of the fastest growing areas of the <br />County.
