15 <br />Water Supply. Potable water service for domestic use will be provided by the Orange - Alamance Water <br />System, and may be supplemented by one or more wells for farm or other non - domestic water uses. <br />Sewer & Wastewater. Wastewater will be treated onsite with a community underground drip irrigation <br />system in a field to the east of the village proper. The majority of the site has deep soils suitable for <br />disposal fields and there is ample space —well in excess of the minimum required repair area —for <br />expansion or relocation of the fields, if needed. <br />Power. Electricity will be generated onsite with both a ground- mounted photovoltaic (PV) system of up <br />to 100 kW and smaller building- integrated systems. These will be both grid -tied and stand -alone <br />systems. The long -term goal is for the community to produce as much or more electricity than it uses. <br />Operations <br />Hart's Mill is somewhat unique in that the developers of the community are also its future residents. <br />Therefore, more continuity of the intentions and guiding principles embodied in the master plan is <br />ensured than would typically be the case. <br />For the past two years, the members of Hart's Mill have successfully managed operations and decision - <br />making by employing Dynamic Self- Governance (or Sociocracy). The process was developed by a Dutch <br />electrical engineer in the 1970s and was the governance model adopted in the Netherlands in divisions <br />of Shell, Heineken, Mars, and Pfizer. Based on management principles of transparency, equivalence and <br />effectiveness, Dynamic Governance is being adopted by many organizations and communities in the <br />United States seeking a fair and efficient process to replace dysfunctional management systems. Hart's <br />Mill is committed to the use of Dynamic Governance and has invested in continuing training for its <br />members. <br />From its inception, Hart's Mill has been envisioned with an ownership structure that will keep all of the <br />land in common ownership while allowing for individual ownership interest in homes. At this point, we <br />expect that the community will be legally organized under North Carolina condominium statutes. <br />Responsibility for the management of the common areas of the land, as well as all community <br />infrastructure and activities, will fall under the Hart's Mill Condominium Association (HMCA). The <br />Association will set guidelines, enter into agreements, and monitor performance for non - residential uses <br />of the common area such as farming, timber, recreation and conservation. Individual homeowners will <br />be responsible for maintaining limited common areas immediately adjacent to their homes under <br />guidelines set by the association. <br />Hart's Mill will also include up to two small group homes, each with 3 to 5 private suites sharing a <br />kitchen, laundry, dining and sitting area. These homes are intended for residents who wish to age in <br />place without the responsibility of maintaining an entire house on their own, potential permanent <br />residents who want to get to know the community, farm interns, and residents who may be in transition <br />for other reasons. These two homes may be owned and managed by the HMCA or by a housing <br />cooperative made up of residents. <br />
