81
Everett V. Knight
Chapel Hill Appraisals & Consultants
PO Box 33037
Raleigh,NC 27636
(919) 308-7000
April 19, 2015
Mr. Steve Bennett—Director of Administration
Emerson Waldorf School
6211 new Jericho Road
Chapel Hill,NC 27516
Subject: Impact Analysis of the Proposed Emerson Waldorf Expansion,
Class A Special Use Permit - located at 6211 New Jericho Road
Chapel Hill,NC 27516
Orange County,NC
Dear Mr. Bennett
In response to your request, and as outlined separately in our Engagement Letter, I have
investigated and summarized the potential impact of the proposed expansion of the
Emerson Waldorf School Class A Special Use Permit on the site (as if 100% complete) I
on the immediate surrounding neighborhood area.
The property is located at 6211 New Jericho Road north of the intersection of Millhouse
Road (SR 1725) & New Jericho Road (SR 1899), in central Orange County adjacent to
and just west of I-40 & the NC Rail line. The site is considered a single site, comprised
of five parcels totaling 55.27 acres, according to the application and supporting
documents filed with the Orange County Planning Department. The properties are
currently zoned Rural Buffer (RB) and de-facto Special Use Permit (RB). Millhouse
Road is considered a neighborhood collector and New Jericho Road supports the School
and a small group of large lot residences just north of the subject site.
The proposed expansion of Emerson Waldorf School seeks to increase student capacity
for education purposes from a current student population of+/-258 to not more than 350
students by 2030, all of which would be accomplished within the boundaries of the
existing 55.27 acre site per the Special Use Permit Narrative (hereby attached by
reference) thru an updated campus masterplan(see SUP Masterplan addendum attached).
This SUP would be controlled by a comprehensive masterplan, under agreed
development standards, utilities, parking, and open space program, according to the
Special Use Permit Narrative &Masterplan submitted to Orange County Planning.
