However, as <br /> discussed later in the document, Condition 3 Synchro analyses reveal that the <br /> conflict point created causes only insignificant delays and does not exacerbate <br /> on-site queuing. <br /> Site Driveway 3 will also serve as the main entrance for parents / students <br /> wishing to access the Lower and Middle Schools. Vehicular movements, once on <br /> the site, will turn left into either a linear parking lot (for parents picking-up / <br /> dropping-off students in Grades 1 — 4) or a queue storage lane (for parents <br /> picking-up / dropping-off students in Grades 5 — 8). Vehicles using the parking <br /> lot will exit Site Driveway 2, where vehicles using the queue storage lane will <br /> cross Site Driveway 2 and ultimately exit via Site Driveway 1. A vehicular conflict <br /> point is created for those vehicles existing Site Driveway 2 and those wishing to <br /> cross Site Driveway 2 and exit via Site Driveway 1. A sidewalk, located adjacent to the parking <br /> lot will provide access for Grade 1 — 4 parents and students. Vehicles will park in <br /> this lot and access the sidewalk. An unimpeded crossing is provided for <br /> pedestrians from this sidewalk to the lower buildings. In addition, the morning <br /> coffee station, currently located in front of the Main Office / 1st — 4i" Grades <br /> Building, will be relocated to the existing gazebo in the Pavilion area. This area <br /> provides more space for gathering and is protected from the vehicle circulation. <br /> These improvements will improve on-site safety and greatly reduce pedestrian / <br /> vehicular conflict points. <br /> It should be noted that the extension of Site Driveway 2 will continue to be <br /> blocked to through traffic and used only as an emergency / fire lane. Parents / <br /> students will cross this fire lane from the proposed parking lot to access the <br /> school buildings to the south. Additionally, this area is currently used by students <br /> to move from building to building throughout the day. On-site observations <br /> revealed students running between buildings and not realizing they were <br /> crossing a vehicular route. Opening this lane to traffic would create a significant <br /> number of unmarked pedestrian / vehicular conflict points and would create <br /> significant safety concerns. <br /> The queue storage area (located between Site Driveways 2 and 3) will allow <br /> vehicles to store on campus before crossing Site Driveway 2 and ultimately <br /> picking-up / dropping off students near Site Driveway 1. This southbound route <br /> will be for vehicular storage / passage only and will have no pedestrian <br /> ES-6 to P <br />
