Notification Materials and Certification <br /> Under Separate Cover— Full Scaled Copy <br /> of Project Site Plan <br /> PURPOSE: To hold a quasi-judicial public hearing and receive sworn testimony and evidence on a <br /> Class A Special Use Permit application proposing the development/expansion of a private school <br /> facility in accordance with the provisions of the Unified Development Ordinance (UDO). <br /> A quasi-judicial hearing means that testimony is sworn and evidence must be competent and <br /> substantial. Hearsay or unsubstantiated opinions are not sufficient testimony. Board members are <br /> also prohibited from engaging in conversations with anyone on the merits of project outside of the <br /> public hearing process. Such conversations, commonly referred to as `ex parte communications' are <br /> prohibited. <br /> BACKGROUND: On December 19, 2014 staff received an application proposing the <br /> development/redevelopment of the existing Emerson Waldorf school campus located at the <br /> intersection of New Jericho and Millhouse Roads. The request was originally slated for review at the <br /> February 19, 2015 Quarterly Public Hearing but was removed from the agenda to allow the applicant <br /> more time to address staff comments. <br /> The basic facts of the application are as follows: <br /> Applicant: Emerson Waldorf <br /> 6211 New Jericho Road <br /> Chapel Hill, NC 27517 <br /> Property Owners: Same <br /> A ent s : Summit Engineering <br />
