/.' <br />Page 3 of 4 Sheila Thomas -Ambat <br />Agricultural Preservation Board <br />Background, education and experience relevant to this board: <br />Areas of Proficiency <br />aEoCurrently manages the design and construction of complex stormwater public infrastructure <br />projects from establishment of project scope through completion of construction through <br />communication with City staff, inspectors, design and construction teams; coordinate <br />construction activities with other City Departments, Divisions and outside agencies including <br />consultants, engineers, developers and contractors; and review project progress and quality of <br />construction. Current workload includes a 3.8 M Dam Project and 4M Linear City Stormwater <br />Infrastructure Upgrade. Currently also serves as the Stormwater Master Water Shed and <br />Systems Analysis Project Manager. <br />aEoPreviously -- Nine years of managing staff members and overseeing progressively complex <br />workloads as the Drainage Complaints and Petitions Projects Program Manager. <br />aEoProject manager and water resources technical lead for 70 existing small to mid -sized <br />funded projects with a total construction scope of approximately $4M. Creative in leveraging <br />limited resources and working effectively to maximize productivity within the program. <br />aEoEffective communication with Council members and elected officials, Stormwater <br />Management Advisory Committee (SMAC), staff and citizens of Raleigh with strong influencing <br />skills to reach the goals of the Petitions Program. <br />aEoMulti agency permitting ensuring compliance with NCDENR, NCDOT, USACE, COR Unified <br />Development Ordinance (UDO), Raleigh Stormwater Manual and Standards, and Raleigh <br />Guidelines for Land Disturbing Activity. <br />aEoCollaborative coordination among various City departments including Transportation Field <br />Services, Public Utilities, Real Estate, Housing/ Environmental and Parks and Recreation to <br />maintain stormwater infrastructure, resolve stormwater issues and guide emergency repairs. <br />aEoNetworking, programming and information technology skills for evaluating and developing <br />best practice policies and procedures for maintaining performance measures and conducting <br />analysis of productivity. <br />aEOA principled manager who values accountability while holding realistic and fair expectations <br />of self and others. <br />aEoStrategic thinker who can facilitate the development of a clear vision for the CIP Program <br />within the CityaETMs overall mission of public safety, environmental stewardship, customer <br />service and quality of life. <br />Reasons for wanting to serve on this board: <br />Would like to serve, be involved and make a positive contribution to the immediate community in <br />which I live.
