12 <br />I. Base Memorandum of Understanding <br />A. Level of Service <br />1. Responsible Entity for Suggesting Change — Change can only be effectuated by <br />amendment to Memorandum of Understanding (MOU) by all School APFO partners. <br />2. Definition — Level of Service (LOS) means the amount (level) of students that can be <br />accommodated (serviced) at a certain school system grade group <br />[i.e., Elementary level (K -5), Middle Level (6 -8), High School Level (9 -12)]. <br />3. Standard for: Standard for: <br />Chapel Hill/Carrboro School District Orange County School District <br />Elementary Middle High School Elementary Middle High School <br />105% 107% 110% <br />4.
