7 <br />1 <br />WHEREAS, the coordination of the Orange County Sexual Assault Response Team (SART) is <br />2 <br />bringing together members of law enforcement, the medical community, the legal system, and <br />3 <br />other community advocates to improve services for survivors of sexual assault who come <br />4 <br />forward; and <br />5 <br />6 <br />WHEREAS, 1 in 5 American women have been sexually assaulted at some point in their lives <br />7 <br />(Centers for Disease Control and Prevention, 2010); and <br />8 <br />9 <br />WHEREAS, in the United States rape is the most costly crime to its survivors, totaling $127 <br />10 <br />billion a year considering factors such as medical cost, lost earnings, pain, suffering, and lost <br />11 <br />quality of life(U.S. Department of Justice, 1996); and <br />12 <br />13 <br />WHEREAS, in the United States 1 in 3 women and 1 in 4 men have experienced some form of <br />14 <br />sexual or physical violence committedby an intimate partner (Centers for Disease Control and <br />15 <br />Prevention, 2010); and <br />16 <br />17 <br />WHEREAS, there are more than 15,000 sex offenders registered as living in North Carolina <br />18 <br />(Department of Justice, 2014); and <br />19 <br />20 <br />WHEREAS, victim-blaming continues to be an enormous problem in instances of rape and <br />21 <br />sexual assault; and <br />22 <br />23 <br />WHEREAS, the Orange County Rape Crisis Center, a non-profit agency that has served this <br />24 <br />community since 1974, is working to stop sexual violence and its impact through support, <br />25 <br />education, and advocacy; <br />26 <br />27 <br />NOW, THEREFORE BE IT RESOLVED that we, the Orange County Board of Commissioners, <br />28 <br />do hereby proclaim the month of April 2015as “SEXUAL ASSAULT AWARENESS MONTH” <br />29 <br />and encourage all residents to speak out against sexual violence and to support their local <br />30 <br />community’s efforts to prevent and respond to these appalling crimes. <br />31 <br />TH <br />32 <br />This,the 7day of April 2015. <br />33 <br />34 <br />A motion was made by Commissioner Jacobs,seconded by Commissioner Price for the <br />35 <br />Board to approve the proclamation designating April as “Sexual AssaultAwareness Month” in <br />36 <br />Orange County andtoauthorize the Chair to sign. <br />37 <br />38 <br />VOTE: UNANIMOUS <br />39 <br />40 <br />b.Fair Housing Month <br />41 <br />The Board consideredapprovinga proclamation designating April2015 as Fair Housing <br />42 <br />Monthin Orange County and authorizingthe Chair to signthe proclamation. <br />43 <br />44 <br />Doris Brunson, Human Relations Commission Chair, read the following proclamation: <br />45 <br />46 <br />47 <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />48 <br />49 <br />PROCLAMATION <br />50 <br /> <br />
