6 <br />1 <br />request that the revenue fund be increased this year and that theyfindsome type of formula to <br />2 <br />determine the contribution. <br />3 <br />Lisa Stuckey said the ABC Board has the goal this year of determining whether a <br />4 <br />formula to determine contribution can be created. She also indicated that the living wage would <br />5 <br />have a large impact on their budget as it will pushup from the bottom through the various tiers <br />6 <br />of pay that all their employees receive. She said in turn that could then affect the funding <br />7 <br />available to give back to the County. She said as these issues are discussed in the next four to <br />8 <br />six months,therewill be more information available to bring back to the BOCC. <br />9 <br />Commissioner Burroughs said the living wage is the higher priority for them now. <br />10 <br />Lisa Stuckey confirmed that focusing first on the living wage seemed to be the <br />11 <br />appropriate way to proceed. <br />12 <br />Chair McKee said he understood Commissioner Dorosin’s comments asrequesting the <br />13 <br />opening of a dialogue. <br />14 <br />Commissioner Dorosin said hisintent is a dialogue but also to push thingsforward a bit <br />15 <br />more quickly.He stated appreciation for the living wage and acknowledged that should its <br />16 <br />implementation lead to less funds coming back to the County,he would accept that.He said he <br />17 <br />does not want to spend a year working on a formula but would rather act more expeditiously. <br />18 <br />He said he felt four to six months was a reasonable window. He expressed appreciation that <br />19 <br />the ABC Board had made this a priority within its own goals. <br />20 <br />Commissioner Jacobs said he had not served on the ABC Board yet and asked how it is <br />21 <br />determined whichcommunity non-profits are funded. He also asked if there is any way to <br />22 <br />coordinate that with the entities that apply to the County for non-profit funding. <br />23 <br />Lisa Stuckey said there isan open process for grant applications. It is advertised to the <br />st <br />24 <br />public with grant applications being received by March 1.She said applications are evaluated <br />25 <br />thereafter and the allocations are made during the budget cycle. She indicated this process is <br />26 <br />not coordinated with any County or City funding. <br />27 <br />Commissioner Jacobs said this information about the ABC Board grants could be added to <br />28 <br />the County Outside Agency funding applications,as many people are unaware that they exist. <br />29 <br />Lisa Stuckey said further promotion of their grants was welcomed. <br />30 <br />31 <br />32 <br />a.Sexual Assault Awareness Month <br />33 <br />The Board consideredapproving a proclamation recognizing April 2015as Sexual Assault <br />34 <br />Awareness Month in Orange County and authorizingthe Chair to sign. <br />35 <br />36 <br />Hathaway Pendergrass, Vice President of the Board of Directors of the Orange County <br />37 <br />Rape Crisis Center, read the following proclamation: <br />38 <br />39 <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />40 <br />41 <br />Proclamation <br />42 <br />“Sexual Assault Awareness Month” <br />43 <br />44 <br />WHEREAS, the Orange County Rape Crisis Center assisted over 600survivors of sexual <br />45 <br />violence, their loved ones, and community professionals during 2014; and <br />46 <br />47 <br />WHEREAS, the Orange County Rape Crisis Center works with the County’s two school <br />48 <br />systems and other groups to provide students with age-appropriate information about violence <br />49 <br />prevention, reaching over 14,800 youth and adults each year; and <br />50 <br /> <br />
