15 <br />1 <br />Commissioner Rich said the Intergovernmental ParksWork Group has beentalking <br />2 <br />about creating a “walking tour” app for this site. <br />3 <br />Commissioner Rich asked if the new roadwillbe ready for the soft opening. <br />4 <br />David Stancil said no,but it would be part of the year three project. <br />5 <br />Commissioner Rich said entering and exiting the location will be tricky. <br />6 <br />David Stancil said there will be some mirrors and signage to help. <br />7 <br />Commissioner Jacobs said when he was on the Visitor’s BureauBoarda possible civil <br />8 <br />rights audio tour had been discussed. He suggested Commissioner Rich and that the Board <br />9 <br />may want to look at such a possibility. <br />10 <br />11 <br />b.)Bingham District Park(Page 46) <br />12 <br />Bingham District Park,on a site to be acquired, is a future park anticipated to have both <br />13 <br />active and low-impact recreation facilities in Bingham Township, as per the Parks and <br />14 <br />Recreation Master Plan. Funds for land acquisition would come via the Lands Legacy <br />15 <br />program. Note:It is possible some combination of sites may be utilized to comprise the <br />16 <br />eventual Bingham Park, but the funding proposed herein reflects a single-site district <br />17 <br />park model. As with previous projects, this future park site would be landbanked for the <br />18 <br />future construction of park facilities,tentatively projected for Year 6. <br />19 <br />20 <br />David Stancil said in 2008 all park projects were directed to be included in the CIP. He <br />21 <br />said the current CIP included everything and errs on the high side. He said the work does not <br />22 <br />need to be done all at once, it canbe phasedin. He added it may not cost as much as <br />23 <br />anticipated andgrants are available as well but cannot be assumed until secured. He said <br />24 <br />some items from Years seven and eight have moved up to Years three and four and are now <br />25 <br />being seen on the horizon. <br />26 <br />Chair McKee added the projects have moved up but can also move back down again. <br />27 <br />28 <br />c.)Cedar Grove Park, Phase II(Page 47) <br />29 <br />Phase I of Cedar Grove Park opened in 2008 and includes baseball/softball fields, trails, <br />30 <br />a playground, basketball courts, a Little Free Library and other amenities. Lighting <br />31 <br />replacement at Field 1, which predates the park, will be needed in 2018, as will <br />32 <br />renovation of basketball courts, as noted in the P&R Master Plan. The second phase of <br />33 <br />this facility as designed would feature another baseball/softball field, tennis courts, <br />34 <br />picnic shelter and additional parking. Construction of Phase II is slated for year 6. <br />35 <br />36 <br />Chair McKee said the Community Center being constructed on this property may cause <br />37 <br />the priority of thispark work to move up. <br />38 <br />Commissioner Jacobs said he agreed. He asked if therelationship with OWASA has <br />39 <br />changed. He asked if the County may be able to take over recreation at CaneCreek or if it is <br />40 <br />possible that more land will becomeavailable. <br />41 <br />David Stancil said yes there has been some change. He said the recreation facility at <br />42 <br />Cane Creekis still a possibility and may offset some costsat Bingham Park. He said OWASA <br />43 <br />did a report on sludge and stated intention to pull back but the Board of Directors seems to <br />44 <br />have stopped short of doing so; therefore, some of the potentially interesting properties are still <br />45 <br />in limbo. <br />46 <br />47 <br />d.)Conservation Easements(Page 48) <br />48 <br />The Conservation Easement component of the Lands Legacy program was initially <br />49 <br />funded in July 2002, and provides matching funds for State and federal grants to <br />50 <br />acquire conservation easements to conserve prime or threatened farmland, sensitive <br /> <br />
