13 <br />1 <br />Commissioner Rich said the Rogers Road Community Center is unique dueto the pre- <br />2 <br />existing relationships within the community. She said she would like to know how avolunteer <br />3 <br />pool is created. She said she sawa vibrant volunteer staff at Seymour Center and wonders <br />4 <br />how it can be replicated. <br />5 <br />David Stancil said they have looked at the Seymour Center as a role model and they <br />6 <br />would like to try and solicit volunteers from the local Efland community groups that are already <br />7 <br />involved in this process. He said then thosevolunteers could be given training regarding <br />8 <br />potential issuesspecific to the amenities of Cedar Grove. <br />9 <br />DavidStancil said another model thatcan befollowed istohave the Countystart offas <br />10 <br />the coordinatorand then transition to a community group. <br />11 <br />Commissioner Price said feesneedto bekept at a minimum. <br />12 <br />Commissioner Price said any organizations risingto the surface should be encouraged <br />13 <br />to get training from RENA to move in the right direction. She said as the opening of Cedar <br />14 <br />Grove approaches, she is hearing from community members eager to use thespace. <br />15 <br />Commissioner Jacobs said when theEfland Community Centeropened, there was a <br />16 <br />very active community group but therecreation department at that time was not receptive to <br />17 <br />volunteers. He said he has tried to bring up each year in the CIP discussions about doing <br />18 <br />something with the Efland Center but access has always been the issue. He said there are <br />19 <br />responsible community persons that could take access responsibility.He said having a base <br />20 <br />unit of service would be a very good idea but notes this is difficult asthe communities are very <br />21 <br />different. <br />22 <br />Commissioner Jacobs suggested if an advisory group is created that the Board of <br />23 <br />County Commissioners shouldappoint the members. He asked if theYMCA hadbeen brought <br />24 <br />into the discussion. <br />25 <br />David Stancil said only in reference to the summer program they operate. He said there <br />26 <br />are several non-profit organizations that could be potential partners: YMCA, Boys and Girls <br />27 <br />Club, etc. <br />28 <br />Commissioner Jacobs saidthe faith community may also be willing to be involved. <br />29 <br />David Stancil said the faith community is being involved in the discussion. <br />30 <br />Commissioner Jacobs asked for clarification regarding the internet café at theCedar <br />31 <br />Grove Community Center. He said he understood it to be a library and wonders how it relates <br />32 <br />to the kiosk. <br />33 <br />Jeff Thompson said the café will have a strongwirelessaccesspoint.He said the <br />34 <br />intentionofthe internet café is to use the wireless access pointand the kiosk is to provide <br />35 <br />product. <br />36 <br />Lucinda Munger said the kiosk will be asheltered,outside product.She said this was <br />37 <br />doneto deliverlibrary resourcesto the rural areawithout an increase in personnel. She said <br />38 <br />this is a first step in order to gauge demand for services. She said more programming will be <br />39 <br />considered in the futureif there is community interest. <br />40 <br />David Stancil said there is community interest in Efland and Cedar Grove as it relates to <br />41 <br />more programming. He said it is a balance between the consolidation of services in an <br />42 <br />efficient, centralized facility and working with the communities. He added that the internet café <br />43 <br />may have a few computers available for check out and use in the café. <br />44 <br />Bonnie Hammersley said theoperating budgetis in process. She saidshe and David <br />45 <br />Stancil have talked about the operating side of the centers. She said a model that would <br />46 <br />support these community centers equallyis being pursuedand that even RENA needs support. <br />47 <br />She said volunteer programs should be encouraged at all of the centers. She said her <br />48 <br />recommended budgetwill have a solution for this issue. <br />49 <br />Commissioner Price said she would like to see consistency in policies established for <br />50 <br />the use of community center facilities. <br /> <br />
