She said if 11 current space is not sufficient,then the option of building up or out will be considered. 12 Commissioner Jacobs asked if therehavebeen any discussions with Hillsborough about 13 co-locating a library in the Colonial Inn. 14 Lucinda Munger said no. 15 Jeff Thompson said the library kiosk item is listedonpage 24. 16 17 Jeff Thompson presented the following PowerPoint slide: 18 Justice Facilities Subgroup 19 ConstraintsOpportunities 20 -- Inadequate, depreciated detention facilityNew detention facility 21 - Proposed CIP Project 22 CompleteFiscal Year2018to 2019 23 -- Chapel Hill Court facility Potential site at Southern 24 Campus 25 26 Jeff Thompson said the jail is inadequate,and a new detention facility will be soon be 27 built. He said the Chapel Hill Courts Facility may relocate to the Southern Campus but there is 28 no time frame for this move. He said the new Justice Facility in Hillsborough is adequate, well 29 used and well operated space. 30 SheriffBlackwood said the justice facilities in Chapel Hillcan be absorbed into 31 Hillsborough,but it would not be convenient for residents, operational staff, attorneys, and 32 police officers.He said the thought of moving ittoo far north is onethat he would hope to steer 33 away from. 34 Sheriff Blackwood said the Old Courthouse within the new justice facility, the Mural 35 Courtroom, was built as a sixty-year courthouse. He said it has served, and continues to serve, 36 its purpose very well. He saidthey do have room for expansion atthe new facilityin 37 Hillsborough,but not in Chapel Hill.Sheriff Blackwood said it is important tothink aheadsince 38 construction costs are only going to go up. 39 Commissioner Pelissiersaid the space study did not look at the old jail. She said how 40 would the old jailbe usedwhen the new jail is built. 41 Sheriff Blackwood said a philosophy will have to be determined when building the new 42 jail. He said it is possible to duplicate what currently exists. He said this would be 43 counterproductive. He said he would like to see efficient placeswithin the existing facility 44 tapped into. He would like the new facility to be all inclusive andfor the existing facility to 45 complement it. 46 Sheriff Blackwood said numerous things have been discussed for the old jailbut no 47 decisions have been made. He said the old jail hadbeenbuilt out as much as possible while 48 remaining safe.
