5 <br />1 <br />-Proposed conversation with Chapel Hill on <br />2 <br />collaborating for mutually beneficial <br />3 <br />outcome <br />4 <br />5 <br />Commissioner Jacobs said he proposedthe Skills Development Center as a possible <br />6 <br />branchlibrary site. <br />7 <br />Commissioner Rich said she understood that the Skills Development Center is planned <br />8 <br />to be completely re-purposed. She said it is currently being used by some small incubator <br />9 <br />spaces and other businesses. <br />10 <br />Jeff Thompson said Terra Dotta is a private company that rents space in the building. <br />11 <br />He said the Guardian Ad Litem program rents space as well. <br />12 <br />Commissioner Rich saidcurrent tenants should be kept informed of possible plans for <br />13 <br />the building. <br />14 <br />Nancy Coston, Director, Orange County Social Services, said the Skills Development <br />15 <br />Center has a lot of partners that use the space and they may have immediate questions if any <br />16 <br />changes are to be made. <br />17 <br />Commissioner Rich asked if the site hadever previously been considered as a possible <br />18 <br />library. <br />19 <br />Commissioner Jacobs saidhe hadproposed it once before. <br />20 <br />Commissioner Burroughs asked the anticipated valueof the property. <br />21 <br />Jeff Thompson said the property is currently assessed at $2.7million tax value. He reviewed that a master plan has been <br />40 <br />approved by the BOCC and shared with the Town of Chapel Hill to secure a Special Use Permit <br />41 <br />(SUP), which provides an entitlement for the County to build up to 300,000 square feet of <br />42 <br />additional floor area over twenty five (25) years. Hesaidin considering the site,and potential <br />43 <br />projects there, tolook at low hanging fruit first.He said the following topics have been <br />44 <br />considered closely: <br />45 <br />1)Phasing: determining the timing of projects; <br />46 <br />2)Attention to infrastructure: repositioning the entrance road and establishing areas of <br />47 <br />development and preservation. He gave an example of the Seymour Center. He said this <br />48 <br />building has some immediate, and fairly simple, renovations that could be made to allow for <br />49 <br />more space. There are also larger, long term projects. <br /> <br />
