She said they need to try to achieve the same outcome in <br />2 <br />Orange County. <br />3 <br />4 <br />b.Matters on the Printed Agenda <br />5 <br />(These matters will be considered when the Board addresses that item on the agenda <br />6 <br />below.) <br />7 <br />8 <br />3.Announcements and Petitions by Board Members <br />9 <br />Commissioner Jacobs announced he and Commissioner Price will be having a meeting <br />th <br />10 <br />on April 13with a group that is planning a possible veteran’s memorial in Orange County. He <br />11 <br />said the group will visit a possible site at the SouthernHuman ServicesCenter.He said in <br />12 <br />preparation for this meeting,both he and Commissioner Price have met independently with <br />13 <br />Roger Waldon regarding this possible location. <br />14 <br />Commissioner Jacobs saidhe had two petitions.The first petitionreferenced a 1980’s <br />15 <br />study conducted by the then Institute of Government.He said the study showed what each <br />16 <br />taxpayer in Orange County received for eachtaxdollarthat was paid, and the conclusion <br />17 <br />showed each tax payer received more than $1 of services per tax dollar paid. He suggested for <br />18 <br />theBoard of County Commissioners (BOCC) commission a study with the School of <br />19 <br />Government (SOG)to look at all of the servicesprovided by Orange County. He further <br />20 <br />suggested that this study not only look at the spending of County tax dollars but also to <br />21 <br />coordinate the study withthe Towns as they are interested in the informational outcome as well. <br />22 <br />He said perhapsthe Towns could also contribute toward this study.He said such a study was <br />23 <br />long overdue and would not be a large undertaking to complete. <br />24 <br />Commissioner Jacobs saidhis second petitionsuggested looking at the Unified <br />25 <br />Development Ordinance (UDO)to determinewhere to place restrictions on airports in Orange <br />26 <br />County.He referenced past tension regarding the building of an airport in rural Orange County. <br />27 <br />He said this may now be a good time to revisit how to restrict the location of airports. <br />28 <br />Commissioner Dorosin petitioned the Board to look at the social justice fund and to <br />29 <br />consider a small grant from this fund to the RogersEubanks Neighborhood Association(RENA) <br />30 <br />for the operation of the Community Center. He said the Community Center has become so <br />31 <br />successful that the volunteers are unable to keep up with the demands of the community.He <br />32 <br />said he hadvisited it recently and there is tremendous community pressure to keepthe center <br />33 <br />open longer hours. He said the building is such a core of the community, ranging from <br />34 <br />afterschool care to adults, and a food bank. He said Orange County paid for the construction of <br />35 <br />the Community Center and its utilitiesbut did not provide any operational funding.He applauds <br />36 <br />RENA for taking on the operation of the center but acknowledgesthat it is stretched thin,and a <br />37 <br />small grant could make a great difference with staffing needs. <br />38 <br />Commissioner Rich asked if RENA applied for an outside agency grant. <br />39 <br />Bonnie Hammersley said she does not know at this point. <br />40 <br />Commissioner Rich stressed the importance of making sure RENA knows they are able <br />41 <br />to apply for this grant every year. <br />42 <br />Commissioner Dorosin said he wassure they would apply for thegrant but hewas <br />43 <br />thinking of making resources available to RENA before the end of the budget year. <br />44 <br />Commissioner Pelissier asked the County Manager to approach Cardinal Innovations <br />45 <br />during the budget year to learn andreportback to the BOCChow they use the $1.3 millionthat <br />46 <br />Orange County gives them each year. She said she understands its use to be discretionary. <br />47 <br />She referenced recent discussions with various stakeholders citing the need for increased <br />48 <br />mental health services, pre and post jail services for families, as well as issues with access to <br />49 <br />treatment for undocumented immigrant children. She stated that knowing the current spending <br />50 <br />practices would be helpful if priorities needed to be adjusted and funds reallocated in the future. <br /> <br />
