21 <br />1 <br />a.Minutes <br />2 <br />The Board approvedthe minutes as submitted by the Clerk to the Board for the following <br />3 <br />meetings: February 11, 2014, March 3and 23, 2015. <br />4 <br />b.Motor Vehicle Property Tax Releases/Refunds <br />5 <br />The Board adopteda resolution, which is incorporated by reference, to release motor vehicle <br />6 <br />property tax values for seven (7) taxpayers with a total of seven (7) bills that will result in a <br />7 <br />reduction of revenuein accordance with NCGS. <br />8 <br />c.Property Tax Releases/Refunds <br />9 <br />The Board adopted a resolution, which is incorporated by reference,to release property tax <br />10 <br />values for six (6) taxpayers with a total of (12) twelve bills that will result in a reduction of <br />11 <br />revenue in accordance with North Carolina General Statute 105-381. <br />12 <br />d.Fiscal Year 2014-15 Budget Amendment #7 <br />13 <br />The Board approvedbudget and capital project ordinance amendments for fiscal year 2014-15 <br />14 <br />for the Department of Environment, Agriculture, Parks and Recreation,Health Department, <br />15 <br />Cooperative Extension, Emergency Services Department Orange Rural Fire Department and <br />16 <br />Orange Grove Fire Department. <br />17 <br />e.Application for North Carolina Education Lottery Proceeds for Chapel Hill –Carrboro <br />18 <br />City Schools (CHCCS) and Contingent Approval of Budget Amendment # 7-A Related <br />19 <br />to CHCCS Capital Project Ordinances <br />20 <br />The Board approvedan application to the North Carolina Department of Public Instruction <br />21 <br />(NCDPI) to release proceeds from the NC Education Lottery account related to FY 2014-15 <br />22 <br />debt service payments for Chapel Hill –Carrboro City Schools (CHCCS), and approvedBudget <br />23 <br />Amendment #7-A (amended School Capital Project Ordinances), contingent on the NCDPI’s <br />24 <br />approval of the application. <br />25 <br />f.Resolution Authorizing Staff to File Applications with the Federal Transit <br />26 <br />Administration <br />27 <br />The Board adopteda resolution, which is incorporated by reference,authorizing the Orange <br />28 <br />County Transportation Planner and Orange Public Transportation Administrator to file <br />29 <br />applications with the Federal Transit Administration for Federal financial assistance. <br />30 <br />g.Unified Development Ordinance (UDO) Amendment Outline and Schedule for the May <br />31 <br />2015 Quarterly Public Hearing <br />32 <br />The Board approvedprocess components and schedule for a government initiated Zoning Atlas <br />33 <br />amendment for the May 2015 Quarterly Public Hearing. <br />34 <br />h.County Sheriff’s Office –Records Retention and Disposition Schedule <br />35 <br />The Board approvedthe County Sheriff’s Office Records Retention and Disposition Schedule <br />36 <br />and authorizedthe Chair to sign. <br />37 <br />i.Access Easement for Jeffrey Fisher –Hollow Rock Access Area <br />38 <br />The Board authorizedthe County to grant a 30-foot-wide access easement for Jeffrey Fisher to <br />39 <br />access his landlocked residential property through the Hollow Rock Access Area. <br />40 <br />j.Replacement Ambulance for Orange County Emergency Services <br />41 <br />The Board approved the purchase of one (1) ambulance that will replace a 2007 model <br />42 <br />ambulance manufactured by Wheeled Coach. <br />43 <br />44 <br />7.Regular Agenda <br />45 <br />46 <br />a.Joint Planning Land Use Plan and Agreement Amendments –Agricultural Support <br />47 <br />Enterprises Within the Rural Buffer Land Use Classification <br />48 <br />The Board consideredCounty-initiated amendments to the Joint Planning Land Use <br />49 <br />Plan and Agreement to allow for the possibility of locating appropriate Agricultural Support <br />50 <br />Enterprises within the Rural Buffer land use classification. <br /> <br />
