1 <br />1 <br />Attachment 1 <br />2 <br />3 <br />DRAFTMINUTES <br />4 <br />BOARD OF COMMISSIONERS <br />5 <br />REGULAR MEETING <br />6 <br />April 7, 2015 <br />7 <br />7:00 p.m. <br />8 <br />9 <br />The Orange County Board of Commissioners met in regular session on Tuesday, April <br />10 <br />7, 2015 at 7:00 p.m. at the Whitted Building in Hillsborough, N.C. <br />11 <br />12 <br />COUNTY COMMISSIONERS PRESENT <br />: Chair McKee and Commissioners Mia Burroughs, <br />13 <br />Mark Dorosin, Barry Jacobs, Bernadette Pelissier, Renee Price and Penny Rich <br />14 <br />COUNTY COMMISSIONERS ABSENT <br />: <br />15 <br />COUNTY ATTORNEYS PRESENT <br />: John Roberts <br />16 <br />COUNTY STAFF PRESENT <br />: County Manager Bonnie Hammersley, Assistant County Manager <br />17 <br />Cheryl Young and Clerk to the Board Donna Baker (All other staff members will be identified <br />18 <br />appropriately below) <br />19 <br />. <br />20 <br />21 <br />1.Additions or Changes to the Agenda <br />22 <br />Chair McKee called the meeting to order at 7:03p.m.He offered congratulations to the <br />23 <br />NCAA Men’s basketball champions, the Duke University Blue Devils. <br />24 <br />He noted the following items at the Commissioners’ places: <br />25 <br />26 <br />-PowerPoint slides for item 5-a-Proposed Efland Zoning Overlay Districts (Comprehensive <br />27 <br />Plan, Unified Development Ordinance (UDO), and Zoning Atlas Amendments) <br />28 <br />29 <br />PUBLICCHARGE <br />30 <br />Chair McKee dispensed with the reading of the Public Charge. <br />31 <br />32 <br />2.Public Comments <br />33 <br />a.Matters not on the Printed Agenda <br />34 <br />Roger Leguillow spoke on behalf of food truckand trailer operations in Orange County. <br />35 <br />He said he and his wife are licensed and inspectedwith the Orange County Health Department. <br />36 <br />He said that they operate out of the commissary provided in Orange County, the Piedmont <br />37 <br />Food and Agriculture Program. Heand his wife would like to provide services in the complex <br />38 <br />across from the Home Depoton Highway 86in Hillsborough.He said he was surprised to learn <br />39 <br />that food trucks are not allowed in Orange County. He said he understood the potential traffic <br />40 <br />hazard of food trucks operating on the streets. He did write a letter for modifications to the <br />41 <br />policy for the operation of food trucks in commercial areas. He said operating in commercial <br />42 <br />areas would allow for more control, space for parking, and the ability to be a part of an already <br />43 <br />existing retail landscape. He said food trucks are a popular commodity,and he is grateful for <br />44 <br />the Board’s consideration of his request. <br />45 <br />Chair McKee said the issue will be taken through normal petition procedures ofthe <br />46 <br />Board to determine a possible revision and to determine the geographic jurisdiction under which <br />47 <br />the question falls. <br />48 <br />Commissioner Rich said the Chapel Hill Town Council went through this same situation <br />49 <br />when she was a Council member. She said they worked for about 18 months to address the <br /> <br />
