10 <br />1 <br />memorandum is an effort to explain current market conditions and provide an update of the <br />2 <br />2017 countywide revaluation. <br />3 <br />The Orange County Tax Administrator’s Office conducted property tax revaluations in <br />4 <br />2005 and 2009.Current tax assessments still reflect market value as of January 1, 2009. With <br />5 <br />a four-year revaluation cycle, the next revaluation would have occurred in 2013. However, at its <br />6 <br />May 15, 2012 regular meeting, the Board of County Commissioners (BOCC)received a <br />7 <br />presentation from the Tax Administrator recommending postponing the 2013 revaluation to <br />8 <br />2015. The BOCC subsequently approved a resolution (Attachment 2) to accept this <br />9 <br />recommendation and delay the revaluation to 2015. Similarly, at its May 7, 2013 regular <br />10 <br />meeting, the BOCC received a presentation from the Tax Administrator recommending further <br />11 <br />postponing the next countywide revaluation until 2017. The BOCC approved a resolution to <br />12 <br />delay the revaluation to 2017 (Attachment 3). <br />13 <br />Dwane Brinson referred to his memo in the agenda abstract and reviewed information <br />14 <br />on the sales analysis and the revaluation process. He said it is planned for all Orange County <br />15 <br />properties to be evaluated between April 2014 and January 2016. He said thatthis goal may be <br />16 <br />unmet,but thus far they have been fortunate to find many property owners at home when the <br />17 <br />evaluations have been conducted,allowingfordiscussion about the property.He said that <br />18 <br />when each property is visited, an orange postcard isleft for the property owner to completeand <br />19 <br />mail back in hard copy or complete electronically. He said this postcard solicits information <br />20 <br />about the home: number of bedrooms, number of baths, square footage, etc. He said property <br />21 <br />owners have been sending these postcards in to the office,and it allows for current County <br />22 <br />records to be double checked for accuracy. He said in January 2016 each real property owner <br />23 <br />in the County will receive the annual listing form as they do every year. He said in addition to <br />24 <br />that form there willalso be a summary description of the property based on County records. He <br />25 <br />said this separate insert is an additional attempt to communicate with property owners, solicit <br />26 <br />feedback or corrections and insure accuracy in the records. <br />27 <br />He said between January and June 2016, the revaluation process continues with field <br />28 <br />reviews of the sales used in the models, reviewing grades and depreciations and then the <br />29 <br />schedule of values process. He said the public hearing in the adoption of the Schedule of <br />30 <br />Values which was scheduled for July/August 2016, will need to be delayed to begin in <br />31 <br />September and October2016. He said it is expected that in January 2017, new value change <br />32 <br />notices will be sent to all property owners in Orange County. He said that January through <br />33 <br />March of 2017 will allow for informal appeals, followed by the Board of Equalization and Review <br />34 <br />hearings in April through June 2017. <br />35 <br />Dwane Brinson reviewed the collaboration process with the community as they move <br />36 <br />through the revaluation process. He stressed the value of involving the community. He said <br />37 <br />the methods to involve the community include: <br />38 <br />39 <br />1.Presentations to Chambers of Commerce, Friends of Downtown Chapel Hill, BOCC, <br />40 <br />etc. <br />41 <br />2.Press releases through Orange County Public Affairs <br />42 <br />3.Sales bank will be posted on the tax office website <br />43 <br />4.Summary descriptions will be mailed with 2016 tax listing forms <br />44 <br />5.Revaluation education videos on YouTube <br />45 <br />6.Frequently asked questions brochure <br />46 <br />47 <br />He also indicated that they will give clear instruction on how to file an appeal should a property <br />48 <br />owner need to do so. <br />49 <br />50 <br />He also reviewed their revaluation goals, listed below: <br /> <br />
