9 <br />1 <br />A PROCLAMATION <br />2 <br />3 <br />WHEREAS,The Orange County 9-1-1 Center serves the residents, workers and visitors in <br />4 <br />Orange County by answering emergency calls for law enforcement, fire, emergency medical <br />5 <br />services, and other requests for service and efficiently dispatch the most appropriate assistance <br />6 <br />for those calls; and <br />7 <br />8 <br />WHEREAS,Our Telecommunicators are the “first” first responders that provide assistance to <br />9 <br />those residents, workers and visitors; and <br />10 <br />11 <br />WHEREAS, The critical functions performed by our professional Telecommunicators support <br />12 <br />many aspects of government services, including: Town Public Works, Public Transit, Protective <br />13 <br />Services, Animal Services, and other operations; and <br />14 <br />15 <br />WHEREAS, Our professional Telecommunicators continuously work to improve Orange <br />16 <br />County’s emergency response capabilities through their leadership and participation in training <br />17 <br />programs provided by the Association of Public Safety Communications Officials (APCO) and <br />18 <br />the National Emergency Number Association (NENA); and <br />19 <br />20 <br />WHEREAS,Our professional Telecommunicators serve the public and emergency <br />21 <br />responders in countless ways, often without due recognition by the beneficiaries of their <br />22 <br />services; <br />23 <br />24 <br />NOW, THEREFORE, we, the Orange County Board of County Commissioners, do hereby <br />25 <br />proclaim the week of April 12-18, 2015 as "Public Safety Telecommunicators Week" in Orange <br />26 <br />County, North Carolina in honor and recognition of our Telecommunicators and the vital <br />27 <br />contributions they make to the safety and well-being of our residents, workers, visitors, and <br />28 <br />public safety partners. <br />29 <br />30 <br />This, the7th day of April 2015. <br />31 <br />32 <br />33 <br />Chair McKee acknowledged theinvaluable work of the Public Safety telecommunicators. <br />34 <br />A motion was made by Commissioner Price,seconded by Commissioner Rich forthe <br />35 <br />Board to adopt the Proclamationand authorize the Chair to sign the proclamation. <br />36 <br />37 <br />VOTE: UNANIMOUS <br />38 <br />39 <br />40 <br />d.Update Report: 2017 Countywide Revaluation of Real Property <br />41 <br />The Board considered discussing the project plan, current market trends and statistics, <br />42 <br />current economic indicators, and potential impacts as they relate to the 2017 countywide <br />43 <br />revaluation. <br />44 <br />Dwane Brinson, Orange County Tax Administrator, gave the Board an update on the <br />45 <br />2017 countywide revaluation of real property. North Carolina state law, G.S. 105-286(a), <br />46 <br />mandates that counties conduct a countywide revaluation at least once every eight years. <br />47 <br />Orange County last conducted a countywide revaluation effective for January 1, 2009 and <br />48 <br />current tax assessments reflect market value as of that appraisal date. Therefore, Orange <br />49 <br />County is required to complete its next revaluation no later than January 1, 2017. This <br /> <br />
