Attachment 1 Planning Board RecommendedProcess <br />A <br />5 <br />PossibleReview Process for Legislative Items <br />Requiredfor rezonings to Conditional Zoning <br />Pre-Application Conference <br />Districts.Strongly recommendedfor all other projects <br /> <br />(e.g., text amendments, general use districts) <br /> <br />The Planning Department intends to begin <br /> <br />posting a list of applications received on its <br />website so members of the public can be <br /> <br />informed about projectsearly in the process. <br /> <br />Staff Representatives of various County <br />Application Submittal <br />departments and other agencies, as needed <br /> <br /> <br />This is a proposed new step in the process to <br /> <br /> <br />accommodate the ability of the Planning Board to <br />hear from the public prior to making a <br /> <br />recommendationand to involve the public in the <br />process earlier. <br />DAC (Development Advisory <br /> <br />Committee) Review/Comments <br />The public could comment at the meeting where the <br />Planning Board reviews legislative items (the existing <br />requirement for written comments only would be <br />removed). Planning Board action could be: <br /> <br />1.Make a recommendation to the BOCC. <br />2.Make a preliminary recommendation to the <br />Mail Notifications (for map <br />BOCC with a request that if significant new <br />amendments only)via first <br />information is presented at the public hearing, <br />class mailabout the Planning <br />the BOCC will send the item back to the <br />Board meeting to <br />Planning Board for further review and a <br />adjacent/nearby property <br />potential new recommendation. <br />ownersand post sign(s) on <br />property <br /> <br />The draft legal ad would no longer be a Consent Agenda <br />item. It would be circulated via e-mail to BOCC members <br /> <br />a few days prior to publication with the County Manager, <br />Attorney, and Planning Directorresolvingany conflicting <br /> <br />comments. <br />Planning Board Meetingto <br /> <br />Review Application / Make <br />Recommendation* <br /> <br />An increase in frequency is no longer being suggested. <br />Staff recommends trying the new process for a period of <br /> <br />time before potentially revisiting whether the frequency of <br />public hearings for legislative items should be increased. <br />Planning Board members would be encouraged to attend <br />but a quorum of members would not be necessary in order <br />Publish Legal Ad/ Mail <br />to hold the hearing. <br />Notifications forPublic <br />Hearing <br />The public hearing would be closed at the conclusion of <br />the hearing. Written comments would no longer be the <br />required method of making comments after the public <br />hearing. <br />At the conclusion of the hearing, the BOCC could do the <br />following: <br />Quarterly Public Hearing <br />(BOCC only)* <br />1.Defer a decision to a later BOCC meeting date <br />(items would no longer be listed on the public <br />hearing portion of the later BOCC agenda and the <br />public could make oral comments). <br />2.Refer an application back to the Planning Board for <br />BOCC Decision* <br />further review. <br />3.Make a decision at the conclusion of the hearing. <br />* = Public could speak <br /> <br />
