2 <br />The OCPEH Plan to End Homelessnessalso incorporates federal indicators for endingand <br />preventinghomelessness – which will be measured more accuratelywith theimproved data <br />quality. The main indicators are: <br />1.Reduce the length of time people are homeless (target: fewer than 30 days); <br />2.Reduce returns to homelessness; <br />3.Reduce the overall numberof persons who experience homelessness; <br />4.Increase job and income growth for persons who are homeless. <br />The Plan to End Homelessness is organized into the three substantive areas forending <br />homelessness: <br />Housing <br />Employment <br />Services <br />The Calculation of Unmet Need for Housing for People Experiencing Homelessness is updated <br />annually and helps thecommunity understand what housing is needed to help people <br />ultimately resolve their homeless situation <br />. The goal is not to “manage” homelessness as <br />end <br />has beendone in the past, but to homelessness by thoroughly assessing clients’ needs and <br />providing them with the types of housing and services they need to end their homelessness. <br />FINANCIAL IMPACT: <br />There is no financial impact associated with receiving information about <br />the Orange County Partnership to End Homelessness (OCPEH) 2015 Plan to End <br />Homelessness and the 2015 Calculation of Unmet Need for Housing for People Experiencing <br />Homelessness. <br />RECOMMENDATION(S): <br />The Manager recommends that the Board receiveinformation about <br />the OCPEH 2015 Plan to End Homelessness and the 2015 Calculation of Unmet Need for <br />Housing for People Experiencing Homelessnessand provide comments and questions. <br /> <br />
