ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: May 5, 2015 <br />Action Agenda <br />Item No. 5 -b <br />1 <br />SUBJECT: Housing and Community Development Consolidated Plan — FY 2015 -2020 <br />DEPARTMENT: Housing, Human Rights and PUBLIC HEARING: (Y /N) Yes <br />Community Development <br />ATTACHMENT(S): <br />Resolution <br />INFORMATION CONTACT: <br />Audrey Spencer - Horsley, Director, <br />919.245.2490 <br />PURPOSE: To: <br />1) Receive comments from the public regarding the FY 2015 -2020 <br />Consolidated Plan for Housing and Community Development Programs in <br />Orange County; and <br />2) Adopt a resolution approving the Consolidated Plan — FY 2015 -2020 for <br />Orange County, North Carolina. <br />BACKGROUND: The Consolidated Plan for housing and community development programs is <br />a five -year document required by the U.S Department of Housing and Urban Development <br />(HUD) for all communities receiving HOME funds (Orange County Consortium) and Community <br />Development Block Grant (CDBG) entitlement funds (Chapel Hill). The Orange County <br />Consortium consists of the Towns of Carrboro, Chapel Hill, Hillsborough and Orange County. <br />Orange County is the lead entity. <br />The Consolidated Plan details housing and needs of very low income, low income and <br />moderate - income families and special needs population groups in addition to outlining the <br />strategies and plans for addressing those needs. Additionally, the Consolidated Plan can serve <br />as the foundation for the development of a long -range affordable housing plan for Orange <br />County. The last Consolidated Plan was completed in May 2010 for years FY 2010 -2015, thus <br />a new plan is needed for the upcoming five -year period (2015- 2020). The Consolidated Plan <br />must be submitted to HUD by May 15, 2015. <br />
