52 <br />• The proposed amendments provide for public participation in the development review <br />process by requiring a rezoning to a conditional zoning district or a special use permit for <br />all but the least- intensive uses. <br />• The proposed amendments promote public health, safety, and general welfare by <br />furthering the goals and objectives of the 2030 Comprehensive Plan, including <br />implementation of the County's adopted Agricultural Development and Farmland <br />Protection Plan (2009). <br />The Planning Board hereby recommends that the Orange County Board of County <br />Commissioners consider adoption of the proposed Comprehensive Plan and Unified <br />Development Ordinance amendments. <br />'Ile <br />Pete Hallenbeck, Chair Date <br />
