10 <br />STATEMENT OF CONSISTENCY <br />OF PROPOSED COMPREHENSIVE PLAN AND UNIFIED DEVELOPMENT ORDINANCE <br />AMENDMENTS WITH THE 2030 COMPREHENSIVE PLAN AND /OR OTHER ADOPTED <br />COUNTY PLANS <br />Orange County has initiated text amendments to the Comprehensive Plan and Unified <br />Development Ordinance to potentially allow appropriate agricultural support enterprise uses in <br />the Rural Buffer land use classification. <br />The Board of County Commissioners finds: <br />The requirements of Sections 2.3 and 2.8 of the Unified Development Ordinance (UDO) <br />have been deemed complete, and <br />Pursuant to Sections 1.1.5, and 1.1.7 of the UDO and to Section 153A -341 of the North <br />Carolina General Statutes, the Board finds documentation within the record denoting that <br />the rezoning is consistent with the adopted 2030 Comprehensive Plan and /or other <br />adopted County plans. <br />The amendment is consistent with applicable plans because it. <br />• Supports the following 2030 Comprehensive Plan goals and objectives: <br />Planning Principle #5: Preservation of Rural Land Use Pattern <br />Planning Principle #8: Preservation of Community Character <br />Natural and Cultural Systems Goal 2: Economic viability of agriculture, forestry, and <br />horticulture and their respective lands. <br />Natural and Cultural Systems Goal 3: Infrastructure and support systems for local and <br />regional agriculture. <br />Objective AG -3: Develop programs and associated infrastructure facilities to make local <br />farms more economically viable, including local farm product processing, development <br />of a distribution center, and marketing initiatives. <br />Achieves completion of the ASE zoning program as recommended in the County's <br />adopted Agricultural Development and Farmland Protection Plan (2009). <br />The amendments are reasonable and in the public interest because. <br />• The proposed amendments potentially allow for the location of uses related to agriculture <br />in a rural area of Orange County, thereby helping to strengthen the rural community by <br />possibly providing additional income sources for farmers or other rural interests and by <br />providing a "rural infrastructure" in areas of the county with few non - residential <br />opportunities. <br />• The proposed amendments achieve a reasonable balance of protecting existing land <br />uses while allowing for appropriate development by instituting use - specific standards on <br />most of the additional uses or by requiring a rezoning to a conditional zoning district which <br />
