He said <br /> the Board should direct the Manager to make this part of her discussion. <br /> Commissioner Price referred to the information item regarding the Town of Hillsborough <br /> and Faucette Lane and the process of providing County property to affordable housing. She <br /> noted that the Board had asked staff to come up with some sort of protocol for dealing with this <br /> for other properties in the future. <br /> Commissioner Price said the NC Association of County Commissioners (NCACC) held <br /> a strategic planning meeting in Orange County earlier this month at Southern Human Services <br /> Center, and it was a tight fit, but it went well. <br /> Commissioner Price said this is National Social Workers Month, and she said it is <br /> important that the County acknowledge the great staff and employees at the Department of <br /> Social Services (DSS). <br /> Commissioner Pelissier said there will be a public information session on the Durham- <br /> Orange Light Rail proposal on March 18th at the Friday Center. <br /> Commissioner Rich noted that she is not in favor of giving the Orange County portion of <br /> Mill Creek to Alamance County. <br /> Commissioner Rich said she went out on Friday with Commissioner porosin to survey <br /> zone 6 for the Family Success Alliance. She said there will be a group discussing this alliance <br /> on March 26th at Hargraves. She said surveys will be back on April 1 st, and this information <br /> will be presented at Carrboro Elementary. <br /> Commissioner porosin said he had a petition that he would like the Board to act on. He <br /> had emailed this to the full Board ahead of time, and said time is of the essence. He said <br /> there was some legislation passed in the Senate last week, and it is on the way to the House <br /> for a vote. He said this legislation will allow certain state officials to avoid having to fulfill <br /> statutory obligations to provide marriage licenses to same sex couples. He petitioned the <br /> Board to adopt the resolution he had prepared to declare their opposition to this legislation. <br /> Commissioner porosin read the following resolution: <br /> WHEREAS, Orange County, North Carolina, is a community dedicated to the principles of <br /> equality, non-discrimination, and full inclusion and engagement by any resident in the civil <br /> rights, benefits and privileges of all residents; and <br /> WHEREAS, legal rulings by the U.S. Supreme Court and the U.S. Court of Appeals have <br /> determined that the denial of equal rights for same-sex residents of North Carolina is <br /> unconstitutional, and that those residents have the right to marry; and <br /> WHEREAS, in the wake of these rulings, the North Carolina Administrative Office of the <br /> Courts, has determined that the state's judicial magistrates, who are bound by their oath of <br /> office to "support the Constitution of the United States," cannot deny any same sex couple <br /> their constitutional rights to due process and equal protection by refusing such couples the <br /> right to marry; and <br />
