8 <br />Orange County Comprehensive Plan Update Public Input Meeting <br />April 9, 2008 7:OOpm - 9:OOpm <br />Southern Human Services Center, Chapel Hill, NC <br />Summary Report <br />Staff Note: This summary report has been posted on-line on the Comprehensive Plan <br />Update website (http://www.co.orange.nc.us/planning/compre_cpupdate.asp) and will be <br />included in the Board of County Commissioners and Planning Board's agenda packet for <br />the May 19a' Jou1t Quarter Public Hearing. <br />Approximately fifteen people attended the Public Input Meeting, including members of <br />the public, staff, and board members. Listed below are those who signed-in or who stated <br />their name while speaking. <br />Meeting Attendees: Marc Scagnelli, Joan Jobsis, Rita Leadem, Barry Katz, James <br />Carnahan <br />Orange County Staff Present: Craig Benedict, Tom Altieri, Karen Lincoln, Karen <br />Markovics, Perdita Holtz, Tara Filces, Tina Moon, Glenn Bowles, Kate Lowe, and Andy <br />Sachs, Dispute Settlement Center, Inc. <br />MEETING NOTES <br />Welcome and Introductions: Andy Sachs welcomed everyone to the meeting. <br />Staff Presentation: <br />-Tom Altieri, Comprehensive Plaalni.ng Supervisor, made a presentation and in general <br />conveyed the following: The purpose of tonight's meeting is to make sure attendees <br />understand what is in the draft plan, how it was generated, and to provide an opportunity <br />for additional public input. The meeting is also to inform the public how to participate in <br />the public hearing for the Board of County Commissioners on May 19. <br />-The purpose of the plan is to provide a long range decision making framework for. the <br />county. The plan will guide future growth and development and serve as a statutory basis <br />for land use regulations in the county. Zoning ordinances should be consistent with the <br />Comprehensive plan. <br />- The scope of the plan extends through the year 2030, which is as far as a population <br />projection can be made with a reasonable degree of accuracy. This does not mean the <br />plan won't be revisited until 2030. The plan focuses on Orange County's planning <br />jurisdiction -area outside municipalities and their ETJs. <br />- The Comprehensive plan is atwo-phase process with phase I having been completed. <br />Phase I consisted the development of 3 8 goals and a county profile/data element.
