5 <br />Comprehensive Plan Update. Information needs to be available for people to have input - <br />that's what tonight's meeting is about. People have a lot of ideas, wishes, and desires for <br />Orange County. Some of those may fit the format of goals and objectives and others may be <br />too specific for the plan 'at this stage. We are currently collecting ideas for implementation, <br />but they may not go into the plan right now. The target is to get the County Commissioners <br />to adopt the new Comprehensive Plan and as implementation measures are addressed, there <br />will be a "whole container of great ideas to accomplish these goals." <br />Public Comments: <br />(Each bullet point indicates a new speaker's comments) <br />® 1) Sustainability overall importance to Orange County; 2) Buckhorn development and the <br />"multiplier" effects on the economy, schools, housing, taxes - 20% increase; 3) Importance <br />of railways for dense walkable communities. <br />Orange County Comprehensive Plan Coalition includes 8 different organizations that have <br />developed ideas for the Comprehensive Plan. 1) Orange County's Comprehensive Plan <br />needs to reflect a "coherent whole;" 2) Can we get all parts of Sustainability; 3) Clearly <br />identify where nodes for development will be specified and accommodate population <br />demand; 5) Affirmative public commitments to infrastructure to achieve plans; 5) <br />Mechanism to align capital budget with Comprehensive Plan; 6) Small areas plans and major <br />developments are in progress and can be assessed against Comprehensive Plan goals. <br />® Specific objectives needed to determine common ideas. 1) Forms of development-land use <br />and transportation need to be compact; 2) Maintain agricultural land and watersheds; 3) <br />Support public transportation; 4) Support economic/mixes use compact form development; 5) <br />Support local businesses. <br />Cluster developments like Meadowmont and Southern Village have had problems but are <br />examples that are better than sprawl. Would like to see snore about TDR strategy in the <br />Comprehensive Plan. <br />® Concerned about schools. If they consume most of the County's budget why are they not <br />addressed in greater detail in the Comprehensive Plan? No one from the school system is <br />here tonight. <br />a 1) Shared values needed; 2) Contradictions and conflicts exist in Planning and community <br />goals such as environmentalism and housing; Provided example of a "green shelter" project; <br />3)Non-profit community shares the goals of the larger conununity; Suggested County have <br />more outreach into non-profit community for input; 4) Tax Burden should be shared by <br />.businesses and shift off private residences; 5) Social services should strive fora `quality of <br />place' with diverse economic opportunities; 6) Provide water/sewer to clustered nodes. <br />® 1) Planning Department should have a concise expedited approval process; 2) Shift tax <br />burden to business and off of personal property. <br />® 1) Commercial/Residential tax base out of balance in county; 2) Look aggressively at places <br />in the county for economic development transition areas -such as I-85/40 corridor 3) <br />Rethink conventional wisdom about allowing Public W/S in to watershed critical areas; 4) <br />Sustainability <br />® 1) Water critical areas from 7-mile creek need to be removed to allow economic development <br />to occur. <br />2of4 <br />
