42 <br />Goal and objectives for which the coalition recommends major changes, 2nd page <br />Goal 2: "Ilfrastructure that is.strategically provided along transit corridors to support <br />integration of local businesses into walkable, mixed-use developments incorporating energy efficient & <br />water conservation design principles and affordable housing." <br />ED-3.1, "Develop and nurture partnerships that support workers and theirfamilies at all stages of their lives and provide <br />opportunities for lifelong learning and retraining in response to changing economic conditions," and ED-3.2, "Promote access to <br />living avage jobs that o~er benefits and career advancementpotential," are commendable but not specific enough to incite <br />any type of action. What types of partnerships should be developed? How will access to living wage jobs be <br />promoted? <br />Goal 4, "Partnerships that ensure the county remains agreatplace in avl~ich to live and avork," is very vague and should be <br />revised to identify the types of appropriate partnerships to achieve this. <br />HOUSING <br />H-1.4: " Maintain an adequate .supply of residentially designated land to accommodate <br />~t-.r~~tabv~e~esvel.~ojpopulation grozvth and a diversity of housing types ~ts~~r-amide beyond municipal boundaries." <br />H-1.4 (rewrite alternate): "Encourage greater municipal/county collaborations regarding the allocation, <br />efficient use and adequate provision of affordable housing dollars to both safeguard and expand the <br />number of housing units for underserved populations and service economy workers." <br />H-1.5: `censure that a variety of housing types can be developed in appropriate locations (Growth Opportunity Areas) <br />throughout tl~e county in a ~tsta~~~le manner that ~ciently uses resources and existing and planned public services, including <br />water & sewer infrastructure, transit options, and social, health, educational and emergency services." <br />Goal 3: "The preservation, repair, acid replacement of targeted segments of the existing housing supply." The preservation, <br />repair, and replacement of existing housing supply is the responsibility of the pfivate sector. What criteria would be used <br />to identify existing housing supply that should be targeted for such preferential treatment and what funding <br />source would be used to do this? <br />H-3.3: "~~a3id Provide assistance i;~he for retrofitting repair, and maintenance of existing homes owned by financially <br />challenged households, ." <br />H-3.4: "Provide financial and technical assistance that targets ~ie~pre~gt~~~ys~al <br />low wage households in danger of becoming homeless." <br />Goa14: "~evet'opme~er=d~ianc~ Zoning, subdivision regulations, and incentives ghat-increase housing supply <br />available to the County's workforce,, senior citizens, and households earning between 30 and 140 <br />percent of the area median income - ." <br />C;pclated: 4/ 4/08 'T'ransportation Element <br />
