(see below**).
The coalition does not expect the CPU proposal to completely satisfy these criteria. We realize
trade offs and compromises will be required. Still, these are our core criteria and if the CPU falls
significantly short, it will cause concern for us.
Finally, there are two more items, which I personally believe warrant special attention beyond
those found in the CSO.
First, the CPU should include a mechanism for aligning the county's capital budgeting and
public finance capacity with the goals and objectives of the CPU. Issues related to water and
sewer infrastructure investment are particularly important.
Second, the CPU should include a mechanism for assuring residents and other stakeholders that
the recent and ongoing small -area planning initiatives, including the Hillsborough/Orange
County Strategic Growth Plan, and major development proposals like Buckhorn Village are
consistent with the direction the CPU is taking.
Thank. you for your time.
Allan Rosen
The Village Project Board of Directors
Acting Chair, the Orange County Comprehensive Plan Coalition
* T11ese criteria are included in the coalition's vision statement, which is printed in the coalition's
brochure.
* * from the coalition's brochure, "The Coalition defines sustainability as managing the impacts of human
activity on local and global resources and habitats in order to ensure that we provide for the needs of
current residents without compromising the quality of life for future generations. Our primary goal for the
people of Orange County is to achieve this "sustainable" outcome by creating ecologically-sensitive
patterns of development, especially by concentrating our urban footprint.
4of16
