17 <br />"Public" -For the public hearing draft, will subdivision data be updated? <br />Mr. Alfieri -This will not be available in the public hearing draft but I expect that it will <br />be in the plan that is ultimately adopted. Staff is working to update the data. <br />"Public" - I Suggest to add a column. to the subdivision data that includes an average the <br />overall number of lots created each year. <br />"Public" -What is the real power of the plan? Does it have funding associated with it or <br />does it pick up the force of law? Do County Commissioners' just refer to it when malting <br />decisions? <br />Mr. Altieri -The document is a policy guide for the County. Comprehensive plans are <br />not regulatory in NC. One portion of the plan that is close to being regulatory is the <br />future land use map. In Orange County to rezone property it has to be consistent with the <br />future land use map. There is a strong linkage between zoning and the map. Nothing is <br />binding or requiring the County Commissioners to carry out the goals. <br />"Public" -Has it been a strong guide in the past? Or does it only just satisfy participants <br />without much impact? <br />Mr. Altieri -The plan from 1981 identified goals and the county has done a good job of <br />trying to achieve those goals. Through our public outreach efforts, we have learned that <br />the County has made more progress on some goals than others. It has been a strong guide <br />in the past and I expect that to continue. <br />Mr. Benedict, Planning Director -You are asking how will the plan be operationalized? <br />Boundaries of urban areas surrounding existing municipalities have been a strong link to <br />a lot of other decisions that have been made in the past. For example -where will public <br />water and sewer be? The document helps guide and is a foundation for a lot of fiscal <br />policies and public service policies. <br />"Public" -.Ultimately the only tangible product of this process that people adhere to is a <br />map? Is the process going to shape a new map? Is it also going to be the document that <br />will shape the new map that will be adhered to? Are there comments as to why this policy <br />should affect zoning? <br />Mr. Altieri -Overall, the Plan is a policy guide. However, the Future Land Use Map or <br />Plan supports the County's Zoning Ordinance and map and therefore, has regulatory <br />aspects. There are objectives in the draft Plan that could lead to map amendments. For <br />example, the draft Plan recognizes some inconsistencies between the County's Water and <br />Sewer Boundary Agreement Map and the Future Land Use Map that is included in the <br />Comprehensive Plan and includes an objective to study and eliminate inconsistencies <br />through map amendments. <br />
