County Manager <br />Pam Jones, Director of Purchasing and Central Services <br />Donna Coffey, Budget Director <br />FROM: Paul Thames, PE, County Engineer <br />DATE: April 23, 2008 <br />SUBJECT: Central Efland Bond/northern Buckhorn community sewer expansion <br />process <br />As per recent presentations to and directives from the BOCC relative to proceeding with <br />the development of the Northern Buckhorn Community and the Central Efland sewer <br />collection system project, the following tasks have been initiated or completed: <br />1) Project construction plans and specifications have been completed, subject to <br />project scope revisions mandated by review and funding agencies, and <br />2) The BOCC, at the April 1, 2008 segment of the public hearing indicated a <br />consensus in completing the entire project as a single phase, with projected <br />funding shortfall (approximately $1.7 million) to be funded by borrowing against <br />the FY 2010-11 <br />3) All ancillary permits (NCDOT, erosion control, etc.) have been acquired, and <br />4) The preliminary Engineer's Report (the document submitted for review and <br />funding agency approval) has been completed, subject to potential project scope <br />revisions mandated by review and funding agencies; and <br />5) All grant funding requirements related to the project public hearing - <br />advertisement for public hearing; copies of the preliminary Engineer's Report <br />have been placed in locations accessible to the general public and to the <br />projected customer base for the proposed project; public comment received at <br />the April 1, 2008 public hearing; and BOCC discussion of the project scope and <br />financing, and <br />6) The preliminary Engineer's report has been distributed to the BOCC and key <br />departments, and <br />7) The preliminary version of the Raftelis Sewer Rate Study model has been <br />received and is currently being evaluated and modified by staff, and <br />8) Discussions have been initiated with Duke Energy to facilitate the installation of <br />three phase power down to the proposed Brookhollow Rd. pumping station. <br />
