5 <br /> 1 inside and outside of the home; and <br /> 2 <br /> 3 WHEREAS, currently, women receive unequal pay for equal work; <br /> 4 <br /> 5 NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Orange <br /> 6 County, North Carolina does hereby proclaim March 2015 as "WOMEN'S HISTORY MONTH" in <br /> 7 Orange County, and challenges County residents to observe this month with appropriate <br /> 8 programs, ceremonies and activities. <br /> 9 <br /> 10 THIS, THE 17th DAY OF MARCH, 2015. <br /> 11 <br /> 12 A motion was made by Commissioner Pelissier, seconded by Commissioner Burroughs <br /> 13 to adopt the revised Proclamation and authorize the Chair to sign. <br /> 14 <br /> 15 VOTE: UNANIMOUS <br /> 16 <br /> 17 5. Public Hearings <br /> 18 a. 2015 Orange Public Transportation Americans With Disabilities Act (ADA) Plan <br /> 19 The Board considered: 1) Opening a public hearing; 2) Receiving any public comments; <br /> 20 3) Closing the public hearing; 4) Adopting a resolution approving and authorizing the draft 2015 <br /> 21 Orange Public Transportation Americans with Disabilities Act (ADA) Plan; and 5) Authorize the <br /> 22 Orange County Transportation Planning staff to submit the plan to the North Carolina <br /> 23 Department of Transportation and Federal Transit Administration. <br /> 24 <br /> 25 A motion was made by Commissioner Rich, seconded by Commissioner Burroughs for the <br /> 26 Board to open the public hearing. <br /> 27 <br /> 28 VOTE: UNANIMOUS <br /> 29 <br /> 30 Bret Martin said it is federal law that if public transit agencies are providing fixed route <br /> 31 service, complimentary services must be provided to persons with disabilities that prevent them <br /> 32 from using the fixed route services. He said in order for Orange Public Transportation (OPT) to <br /> 33 be eligible for federal or state grants, transit providers must adopt and implement an ADA plan. <br /> 34 He said the NC Department of Transportation has set a deadline for this plan to be developed <br /> 35 and adopted by the end of this month. He said the plan components are laid out according to <br /> 36 the federal regulations. He reviewed the following PowerPoint slides, as well as several maps: <br /> 37 <br /> 38 ORANGE PUBLIC TRANSPORTATION <br /> 39 Americans with Disabilities Act Plan <br /> 40 March 17, 2015 <br /> 41 <br /> 42 Transit Requirements of ADA <br /> 43 • Fixed-Route 4 Complementary Para transit (Curb-to-Curb) <br /> 44 • Any service origins and destinations within 3/4 —mile with no trip restrictions <br /> 45 • Any requested time when fixed-route service operates <br /> 46 • Next-day service <br /> 47 • Fare no more than twice that of fixed-route fare <br /> 48 <br /> 49 When??? <br /> 50 • EXISTING SERVICES <br />
