He invited questions from the Board. <br /> Commissioner Price asked if the broker is alternated as a means of establishing a <br /> system of checks and balances. <br /> Bonnie Hammersley said this is the first RFP the County has done for a Broker of <br /> Record. <br /> A motion was made by Commissioner Price, seconded by Commissioner Jacobs for the <br /> Board to approve the recommendation of Arthur J. Gallagher & Co. as the County's Broker of <br /> Record for Employee Benefit programs, and authorize the Manager, pending final review by <br /> the Human Resources Director and the County Attorney, to sign the contract with Arthur J. <br /> Gallagher & Co. and to further authorize the Manager to sign any amendments or renewals <br /> thereto. <br /> VOTE: UNANIMOUS <br /> b. Family Success Alliance Request for Social Justice Fundinq and Approval of <br /> Budqet Amendment#6-A <br /> The Board considered approving Budget Amendment#6-A transferring $10,000 from <br /> the Social Justice fund to the Health Department for the Family Success Alliance (FSA) in <br /> order for 12 members to attend the Harlem Children's Zone Practitioner's Institute. <br /> Colleen Bridger said she was here to represent the Family Success Alliance. She said <br /> the Alliance's first request is for the allocation of$10,000 from the social justice fund to cover <br /> half of the cost for 12 members to attend the Harlem Children's Zone Practitioner's Institute. <br /> She said participants will spend three days observing this program in order to help implement it <br /> in Orange County. <br /> Commissioner Rich asked if the Board will see a full budget for the Family Success <br /> Alliance to show what will be spent for the 2015-16 calendar. <br /> Colleen Bridger said the alliance is in the middle of a gap analysis. She said once <br /> these gaps are known, there will be a process to work with the two zones to prioritize how best <br /> to address them. She said this plan will then come to the Board, along with a definition of the <br /> budget. <br /> Commissioner Rich asked if this will become a line item in the regular budget, or if it will <br /> always be a request from the social justice fund. <br /> Bonnie Hammersley said this has not been decided yet. She said this may have been <br /> addressed already in a budget amendment. She said this has already been allocated, so staff <br /> will look at how to address it moving forward. <br /> Commissioner Rich said a certain amount will be put into the Social Justice fund, but it <br /> might be a good idea to move this funding to be a regular line item. <br /> Commissioner Burroughs said she was pleased to see that there is a workshop on the <br /> evaluation. She thinks it is good to have an evaluation tool in place from the beginning. <br /> Commissioner Pelissier said there has been some discussion of possible opportunities <br /> for additional funds from United Way. She said this might provide additional money for the <br /> implementation of services and programs. <br />
