<br />4. The Task Force recommends that water and sewer mains be extended to provide public service <br />to all of the Task Force recommended Community Enhancement Area (map attached), including <br />Ms. Nunn's property. The Task for also recommends that Orange County, Chapel Hill, and <br />Carrboro provide public water and sewer in the Community Enhancement Area where water and <br />sewer service are to be extended in paying the costs of connecting to water and sewer. This <br />assistance can take the form of Community Development Block Grants, other grants, or local <br />funds where allowed by state law. Costs for all residents should be eliminated or minimized to <br />the extent possible. <br />Chapel Hill, Orange County, Carrboro, and OWASA <br />Institute a moratorium on property taxes. Pay for/subsidize future taxes for the residents in the <br />community enhancement area for as long as any solid waste facilities remain in their community. <br />Pay impact stipend to property owners whose land is adjacent to the landfills. Be vigilant about <br />not allowing residents to lose their homes and/or property because of their inability to pay taxes; <br />advocate for residents who become at risk of losing their homes and/or land due to inability to <br />pay property taxes. <br />Return property taxes paid from the time of the opening of the landfills. (This would include <br />Millhouse Road residents.) <br />Orange County <br />6. Build park and other recreation facilities within the Rogers Road Community Enhancement <br />Area such as basketball and park type equipment: jungle gym, swings, picnic tables, benches. <br />The Parks and Recreation Department should maintain these facilities. Children within the <br />Enhancement Area should be provided summer youth employment opportunities. <br />Chapel Hill, Carrboro and Orange County <br />7. Add NCDOT traffic calming bumps on Rogers Road and decrease speed limit to 25 mph. The <br />Task Force recommends that Orange County erect "Children Playing" and "School Bus Stop" <br />signs on Rogers Road. Residents of the Community Enhancement Area will identify appropriate <br />locations for these signs. <br />Chapel Hill Orange County, Carrboro, and DOT <br />8. Add sidewalks to both sides Rogers Road from Homestead Road to Eubanks Road. <br />Chapel Hill and Carrboro <br />9. Widen Eubanks Road and add shoulders and turn lanes at landfill facilities. These areas are <br />extremely unsafe and congested-especially in the mornings. Given the garbage and UPS <br />trucks and city buses, Eubanks Road is too narrow to be safe. <br />Chapel Hill Orange County, Carrboro and DOT <br />10. Bring the bus service down Rogers Road at least three times (morning, noon and evening). <br />The Task Force also recommends that Chapel Hill Transit re-route the North-South connector bus <br />2 <br />
