<br />Memorandum <br />To: Board of County Commissioners <br />Through: Laura Blackmon, County Manager <br />From: Gayle Wilson, Solid Waste Management Director <br />Subject: Historic Rogers Road Community Enhancement Pian Development and Monitoring Task Force <br />Final Recommendations -Neighborhood Enhancement List and Area Designation <br />Date: April 24, 2008 <br />At the November 12, 2007 meeting of the Rogers Road Community Enhancement Task Force the list of <br />community enhancement recommendations was finalized and recommended to be presented to the Board of <br />County Commissioners for consideration and implementation. The list is presented below: <br />la. Do not use Eubanks Road as a site for the transfer station. Leave the Solid Waste <br />Convenience Center at its current location on the north side of Eubanks Road. Upgrade the <br />convenience center waste containers to enclosed waste containers as soon as possible.. This will <br />help reduce odor and the number of rodents escaping into the Rogers and Eubanks Roads <br />communities. <br />Orange County <br />lb. Extend water and sewer mains be extended to provide public service to the recently endorsed <br />Rogers Road Community Enhancement Area, (which is the landfill impacted area), including <br />Ms. Nunn's property, at no cost to any of the residents. The Task Force further recommends that <br />water and sewer connections and OWASA impact fees for these connections be provided to the <br />Rogers Road Community Enhancement area at no cost to any of the residents. Orange County, <br />Chapel Hiil, and Carrboro should utilize Community Development Block Grants, other grants, or <br />local funds where allowed by state law to pay for adding water and/or sewer mains, house <br />connections, and OWASA impact fees. <br />Chapel Hili, Carrboro, Orange County and OWASA <br />2. Reduce the odor from the landfill and convenience center now! ! Pursue a masking agent <br />atomization for landfill working face. Complete landfill leachate sewer project to eliminate <br />leachate storage basin as soon as possible. Confer with OWASA and utilize best management <br />practices for the landfill industry to control odor and vermin.. For finance: lease the landfill areas <br />to a private company that can harvest the methane gas for profit and to help in odor reduction. <br />Orange County and Chapel Hill <br />Build a barrier wall (beginning with below the surface of the ground) to impede stop rodents and <br />other animals from leaving or entering the landfill and to decrease noise, improve air quality. <br />Plant more trees and other vegetation to obscure the view of the landfill mount. <br />Orange County and Chapel Hili <br />
