She said if <br /> 2 they put more money in smart start then they would need to take money out of other programs and that all <br /> 3 of these types of funding are in danger of being cut. It is currently underfunded now <br /> 4 <br /> 5 Chair McKee said Orange County continues to increase funding for this program and they are concerned <br /> 6 about keeping child care available in Orange County; same concerns for Medicaid expansion and health <br /> 7 care issues. <br /> 8 <br /> 9 Commissioner Dorosin said is there any chance of progressive legislation being passed. <br /> 10 <br /> 11 Representative Insko said "zero". <br /> 12 <br /> 13 Representative Insko said 95% of the bills they pass — pass unanimously. The concept is the same though. <br /> 26 <br /> 27 <br /> 28 Mental Health <br /> 29 Representative Insko said there is a bill to turn the money from the alcohol and drug treatment centers to <br /> 30 the MCOs (Managed Care Associations) to help fund those in the community who need help. But that they <br /> 31 need a year of planning at least. <br /> 32 <br /> 33 Representative Insko said if they are going to move more toward evidenced based practices, then counties <br /> 34 need to show the legislators that these evidenced based programs save lives and money and use that to <br /> 35 challenge the legislators. <br /> 36 <br /> 37 Senator Foushee said their talking points during the legislative session are that they need to show how to <br /> 38 pay for programs without raising taxes. If they are going to implement programs then they have to be paid <br /> 39 for somehow since the revenues are not coming in as they once did. <br /> 40 <br /> 41 Commissioner Burroughs said she read that the state's job data is poor related to other states. <br /> 42 <br /> 43 Representative Insko said another issue is that they will need to find ways to fund road improvements. <br /> 44 Commissioner Jacobs North Carolina is one of the few states where the counties don't have to pay for <br /> 45 secondary roads. He suggested that state study be done on DOT standards. An example is that they are <br /> 46 not requiring much from developers such as for traffic lights. <br /> 47 <br /> 48 Senator Foushee asked for Commissioner Jacobs to send information about this issue to them by email. <br /> 49 <br /> 50 Representative Insko said our roads are one of our best economic development tools. <br /> 51 <br /> 52 Commissioner Jacobs asked about the issue of making people pay a rate per mile; many Orange County <br /> 53 employees would have to pay more because they cannot afford to live in Orange County <br /> 54 <br />
