1 <br /> I Attachment 3 <br /> 2 <br /> 3 DRAFT MINUTES <br /> 4 BOARD OF COMMISSIONERS <br /> 5 Legislative Breakfast <br /> 6 March 23, 2015 <br /> 7 8:30am <br /> 8 <br /> 9 The Orange County Board of Commissioners met for a breakfast meeting with the Orange County <br /> 10 Legislative Delegation on Monday, March 23, 2015 at 8:30am at the Solid Waste Administrative Offices in <br /> 11 Chapel Hill, N.C. <br /> 12 <br /> 13 COUNTY COMMISSIONERS PRESENT: Chair McKee and Commissioners Mia Burroughs, Mark Dorosin, <br /> 14 Barry Jacobs, Bernadette Pelissier, and Renee Price <br /> 15 COUNTY COMMISSIONERS ABSENT: Penny Rich <br /> 16 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 17 COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Assistant County Manager Cheryl <br /> 18 Young, Clerk to the Board Donna Baker, Interim Finance Director Paul Laughton, Assistant to Manager for <br /> 19 Legislative Affairs Greg Wilder (All other staff members will be identified appropriately below) <br /> 20 LEGISLATIVE DELEGATION PRESENT: Senator Valerie Foushee, Representative Verla Insko, <br /> 21 Representative Graig Meyer <br /> 22 <br /> 23 Chair McKee called the meeting to order at 8:50 a.m. and said that Commissioner Rich would be unable to <br /> 24 attend due to illness. <br /> 25 <br /> 26 Chair McKee distributed a draft resolution that Commissioner Dorosin brought forth at the Board of <br /> 27 Commissioners' meeting on March 17th meeting, and which the Board adopted, stating that the Orange <br /> 28 County Board of Commissioners is opposed to, and urges the General Assembly to reject any legislation, <br /> 29 that seeks to exempt any government employee or agent from fulfilling their constitutional duties, including <br /> 30 but not limited to guaranteeing the right to marry for same-sex residents of North Carolina; and that if this <br /> 31 discriminatory legislation should pass, the Orange County Board of Commissioners directs the County <br /> 32 Manager and County Attorney to collaborate with other governmental entities and community partners to <br /> 33 directly participate in any litigation seeking to challenge such legislation. <br /> 34 <br /> 35 Senator Foushee said that the Clerk to the Board had forwarded this resolution to the Legislative <br /> 36 Delegation. <br /> 37 <br /> 38 Chair McKee asked on behalf of the Board for the Delegation to support this resolution going forward. <br /> 39 <br /> 40 Commissioner Dorosin said he thought it was important that the Board get out in front of this issue since <br /> 41 the Senate had already approved it; and if it comes to litigation then Orange County would support <br /> 42 litigation. <br /> 43 <br /> 44 Chair McKee said the Board had prioritized their legislative items and referred to their agenda package with <br /> 45 their priorities listed and discussion ensued on the various issues. <br /> 46 <br /> 47 <br /> 48 PRIORITY DISCUSSION TOPICS <br /> 49 <br /> 50 EDUCATION <br /> 51 Smart Start and NC Pre-K <br /> 52 <br />
