26 <br /> 1 attachments provide information from the previous bond referendum, and this item is for the <br /> 2 Board's discussion. <br /> 3 Commissioner McKee said this is starting much earlier than the timeframe allowed for <br /> 4 the 2001 referendum. He said this allows time to get this right. <br /> 5 Commissioner Price said if a facilitator is hired, it would be good to get someone with <br /> 6 experience in dealing with government, and perhaps some familiarity in dealing with bonds. <br /> 7 Commissioner Pelissier referred to the last item on page 4, and she asked if the <br /> 8 language regarding the Capital Investment Plan implied that anything and everything is on the <br /> 9 table for a bond referendum. She said there needs to be a specific focus. She questioned <br /> 10 whether there would be a need to look at the entire CIP if only certain things were wanted on <br /> 11 the bond referendum. <br /> 12 Bonnie Hammersley said if the Board identifies a certain need, in affordable housing for <br /> 13 example, and that information is in the CIP, then it will be pretty succinct as to the issue. She <br /> 14 said this is how she reads that, and it mirrors the last bond referendum. <br /> 15 Commissioner Dorosin questioned why a facilitator is needed. He asked if this could be <br /> 16 handled by someone on staff who is familiar with the Board's goals and needs. <br /> 17 Bonnie Hammersley said the facilitation of types of projects is always a very important <br /> 18 part of the project, and internal facilitation can sometimes be less effective because they know <br /> 19 too much about the issue. She said some of the best facilitators do not know the issue well. <br /> 20 She said it is a good idea to hire someone who has experience in bond referendums, but not <br /> 21 necessarily Orange County bond referendums. She said an objective view is good. She will <br /> 22 take the Commissioners comments into consideration moving forward. <br /> 23 Commissioner Dorosin referred to the proposed composition of the task force. He said <br /> 24 if the school boards appoint members of the school board to sit on the task force, then it will not <br /> 25 necessarily just be a group of citizens, as there will be elected people as well. He would <br /> 26 suggest that the appointed people should not be elected officials. He thinks that there will be <br /> 27 some critique of this process, and the more organic it can be the better. <br /> 28 Commissioner Rich asked about the schedule. She questioned when the information <br /> 29 will be requested from the schools. She said this is necessary before any discussion can start. <br /> 30 Bonnie Hammersley said the information gathering is happening now, and the CIP will <br /> 31 include all of this. She said staff has received lists from both school districts. She said these <br /> 32 lists are not comparing apples to apples. She said Chapel Hill Carrboro Schools (CHCCS) has <br /> 33 included the needs of all schools built prior to 1990, and the list from Orange County Schools <br /> 34 (OCS) lists all schools' needs. She said CHCCS has prioritized their list, and OCS is working on <br /> 35 this now. She said this information will be in the appendices to the CIP. <br /> 36 Commissioner Rich asked where information regarding affordable housing will come <br /> 37 from. She asked if this will just include Orange County's information or if it will include the <br /> 38 needs of their partners as well. She is just wondering about the information flow. <br /> 39 Bonnie Hammersley said the entities were invited to speak at the Capital Needs Task <br /> 40 Force for the referendum in 2001, and that is how the information came forward then. <br /> 41 Chair McKee said the schedule is just conceptual at this point, and nothing is set in <br /> 42 stone. <br /> 43 Commissioner Jacobs said in 2001 there were co-chairs who facilitated. He said people <br /> 44 with leadership skills can be appointed, or there may just be advisory board members appointed <br /> 45 who are noted for facilitating conversations. He said it is more organic to have the group settle <br /> 46 out into who is going to facilitate, and then the Board can intervene if there is a problem. <br /> 47 Commissioner Jacobs said it is a mistake to take the towns out of the composition. He <br /> 48 said it is important to have either an elected official or an appointed person from the towns. He <br /> 49 said this will help the process and it will create buy-in. <br />
