Responses were due by prospective vendors by <br /> 6 December 9, 2014 and were extended one week thereafter. <br /> 7 <br /> 8 Four vendors responded with written proposals to the RFP, as follows: <br /> 9 Mark III Employee Benefits (the County's current Broker of Record) <br /> 10 Willis Group <br /> 11 Arthur J. Gallagher & Co. <br /> 12 SennDunn Insurance/ Marsh & McLennan <br /> 13 <br /> 14 The four written proposals were initially reviewed on January 9, 2015 by the County's internal <br /> 15 Health Advisory Committee, a six-member employee Committee appointed by the Manager. <br /> 16 Following this initial review, David Cannell further facilitated Committee interviews with all four <br /> 17 vendors on January 29, 2015. Following reviews of the written proposals and the vendor <br /> 18 interviews, the Committee recommended to County Manager Bonnie Hammersley that Arthur J. <br /> 19 Gallagher & Co. be selected as the Broker of Record for Orange County. <br /> 20 <br /> 21 Human Resources Director Brenda Bartholomew and the Manager have conducted follow-up <br /> 22 discussions and made contact with other governmental units who are current Arthur J. <br /> 23 Gallagher & Co. clients. Based on these discussions and reference checks, the Manager <br /> 24 concurs with the Health Advisory Committee's recommendation. <br /> 25 <br /> 26 Wesley Grigston from Arthur J. Gallagher & Co. said he works out of the Charlotte office <br /> 27 of Gallagher Benefit Services, and his team will be assigned to Orange County. He said this <br /> 28 includes two benefit consultants, an underwriting consultant, a health management consultant, <br /> 29 a compliance director, and an account manager. He invited questions from the Board. <br /> 30 Commissioner Price asked if the broker is alternated as a means of establishing a <br /> 31 system of checks and balances. <br /> 32 Bonnie Hammersley said this is the first RFP the County has done for a Broker of <br /> 33 Record. <br /> 34 <br /> 35 A motion was made by Commissioner Price, seconded by Commissioner Jacobs for the <br /> 36 Board to approve the recommendation of Arthur J. Gallagher & Co. as the County's Broker of <br /> 37 Record for Employee Benefit programs, and authorize the Manager, pending final review by the <br /> 38 Human Resources Director and the County Attorney, to sign the contract with Arthur J. <br /> 39 Gallagher & Co. and to further authorize the Manager to sign any amendments or renewals <br /> 40 thereto. <br /> 41 <br /> 42 VOTE: UNANIMOUS <br /> 43 <br /> 44 b. Family Success Alliance Request for Social Justice Funding and Approval of <br /> 45 Budget Amendment#6-A <br /> 46 The Board considered approving Budget Amendment#6-A transferring $10,000 from <br /> 47 the Social Justice fund to the Health Department for the Family Success Alliance (FSA) in order <br /> 48 for 12 members to attend the Harlem Children's Zone Practitioner's Institute. <br /> 49 Colleen Bridger said she was here to represent the Family Success Alliance. She said <br /> 50 the Alliance's first request is for the allocation of$10,000 from the social justice fund to cover <br />
