17 <br /> 1 <br /> 2 Commissioner Dorosin said he had the following suggestions to add: <br /> 3 • Add an item requesting a raise in the age for juvenile jurisdiction from 16 to 18 years of <br /> 4 age. <br /> 5 • Add an item requesting a raise in the state minimum wage to 10 dollars an hour. <br /> 6 • Request restoration of the state earned income tax credit. <br /> 7 • Request state expansion of the Medicaid program. <br /> 8 • Add a goal to restore same day voter registration, early voting periods, Sunday voting, <br /> 9 and pre-registration of 16 and 17 year olds. <br /> 10 • Add a goal that the state should abolish the death penalty. <br /> 11 • Support Orange County Schools' request for the addition of three items. <br /> 12 • Add the planning request regarding transportation funds. <br /> 13 <br /> 14 Commissioner Dorosin said these legislative goals are a statement of the County's <br /> 15 values, and it is important to add these things. <br /> 16 Chair McKee requested that a separate vote be taken for item #1 so that he can vote <br /> 17 against this. He noted that a transfer tax was defeated in Orange County, and it has been <br /> 18 passed in several other counties. He would like the option to vote against this one item. <br /> 19 There was clarifying discussion noting that the total number of items is now 27, with the <br /> 20 three recommendations by OCS being counted as one item. <br /> 21 <br /> 22 A motion was made by Commissioner Jacobs, seconded by Commissioner Pelissier to <br /> 23 approve Item #1 Revenue Options for Local Government. <br /> 24 <br /> 25 VOTE: Ayes, 6; Nay, 1 (Chair McKee) <br /> 26 <br /> 27 A motion was made by Commissioner Rich, seconded by Commissioner Price to <br /> 28 approve the proposed legislative matters resolution on Statewide Issues and additional items. <br /> 29 <br /> 30 VOTE: UNANIMOUS <br /> 31 <br /> 32 The Board considered identifying three to five (or more) specific items from the entire <br /> 33 package to highlight for priority discussion at the March 23, 2015 meeting with Orange County's <br /> 34 legislative delegation. <br /> 35 <br /> 36 Chair McKee reviewed the items added by Commissioner Jacobs and Commissioner <br /> 37 Dorosin. <br /> 38 Commissioner Pelissier suggested prioritization of item #4 regarding Smart Start and <br /> 39 NC Pre-K should be one of the priority items. <br /> 40 Commissioner Price suggested prioritization of item #3 regarding Broadband, and said <br /> 41 this is important for this community. <br /> 42 Commissioner Dorosin suggested prioritization of item #21 to raise the age of juvenile <br /> 43 jurisdiction. <br /> 44 Commissioner Burroughs suggested prioritization of item #27, which includes the three <br /> 45 issues identified by OCS items. She also suggested prioritization of item #10 regarding <br /> 46 childcare. <br /> 47 Commissioner Rich suggested prioritization of item # 24 regarding the expansion of <br /> 48 Medicaid. She said this does not have to be a long discussion, but it is worth mentioning. <br /> 49 Commissioner Jacobs supports the prioritization of item #11 regarding land, water and <br /> 50 agricultural preservation funding. <br />
