He particularly <br /> 3 supports Commissioner Dorosin's thoughts regarding manufactured housing. He said the <br /> 4 Board has talked about land banking for awhile, to create community opportunities and <br /> 5 alternative options for people at the mercy of mobile home park operators. <br /> 6 Commissioner Jacobs said the plan also talks about continued dialogue with the <br /> 7 university regarding issues that affect affordable rental opportunities in the area. He suggests <br /> 8 taking this a step further, and he would like an update from the manager at a future meeting <br /> 9 regarding this partnership. <br /> 10 Chair McKee said manufactured housing, and particularly modular homes, do provide <br /> 11 opportunities for affordable housing, especially if you own the land. <br /> 12 Chair McKee asked Hudson Vaughn to contact the manager's office with the name of <br /> 13 the person he mentioned in his earlier comments. <br /> 14 <br /> 15 A motion was made by Commissioner Price, seconded by Commissioner Pelissier to <br /> 16 close the public hearing. <br /> 17 <br /> 18 VOTE: UNANIMOUS <br /> 19 <br /> 20 d. Orange County's Proposed 2015 Legislative Agenda <br /> 21 The Board considered 1) conducting a public hearing on Orange County's potential <br /> 22 legislative items for the 2015 North Carolina General Assembly Session; 2) closing the public <br /> 23 hearing and reviewing and discussing the Legislative Issues Work Group's (LIWG) proposed <br /> 24 2015 legislative package and any other potential items for inclusion in Orange County's <br /> 25 legislative agenda package for the 2015 North Carolina General Assembly Session; 3) <br /> 26 approving the proposed legislative matters resolution on Statewide Issues; and 4) identifying <br /> 27 three to five specific items from the entire package to highlight for priority discussion at the <br /> 28 March 23, 2015 meeting with Orange County's legislative delegation. <br /> 29 Greg Wilder gave some background information. He noted that Commissioner Rich and <br /> 30 Commissioner Pelissier were the two Commissioners who served on the Legislative Issues <br /> 31 Work Group. He said the proposals from the work group are listed on attachment 2 of the <br /> 32 abstract. <br /> 33 Commissioner Pelissier highlighted Items 18 and 19 on page 11 of attachment 2, which <br /> 34 were added after suggestions and petitions from Board members and the public. These items <br /> 35 read as follows: <br /> 36 <br /> 37 18) Sales Tax Distribution Formula —Support legislation directing that all sales tax be <br /> 38 distributed on a per capita basis; and <br /> 39 19) Classification of Flavored Alcoholic Beverages (Alcopops) —Support legislation to <br /> 40 properly classify flavored alcoholic beverages (Alcopops) as distilled spirits rather than malt <br /> 41 beverages. <br /> 42 <br /> 43 PUBLIC COMMENT: <br /> 44 Terry Snow resides in Hillsborough and is a registered engineer. He said a safe and <br /> 45 efficient transportation system is vital to a vibrant economy in N.C. He said Orange County has <br /> 46 taken a proactive position to change general statute 153A-331, which will allow the flexibility to <br /> 47 transfer funds to NCDOT and the municipalities for transportation projects. He said this <br /> 48 flexibility will aid in timely planning, design, and construction of roadways. He said this change <br /> 49 is good for Orange County and N.C. <br /> 50 Del Burns referred to a letter the Board received from Orange County School Board <br />
