He said this is on his property. He said the older well services all of the <br /> 6 other units, including his house. <br /> 7 Commissioner Price asked John Roberts if this has any bearing on the landmark <br /> 8 designation. <br /> 9 John Roberts said he does not know if it has any bearing on the actual designation of <br /> 10 the landmark. He said this is just public comment for the Board to consider, and this will come <br /> 11 back for further consideration. <br /> 12 Chair Jacobs said he can personally testify to the rigorous review of properties by the <br /> 13 Historic Preservation Commission. <br /> 14 Discussion ensued between Commissioner Burroughs and Peter Sandbeck regarding <br /> 15 the history of White Cross and Carrboro Schools. <br /> 16 <br /> 17 A motion was made by Commissioner Rich, seconded by Commissioner Price to: <br /> 18 1) open a joint public hearing with the Historic Preservation Commission to receive public <br /> 19 comment on the draft designation ordinance for the White Cross School; <br /> 20 2) close the public hearing; and <br /> 21 3) refer the draft designation ordinance back to the Historic Preservation Commission for its <br /> 22 final review and recommendation. <br /> 23 <br /> 24 VOTE: UNANIMOUS <br /> 25 <br /> 26 b. Comprehensive Plan and Unified Development Ordinance Text Amendments for <br /> 27 Agricultural Support Enterprises Within the Rural Buffer Land Use Classification — <br /> 28 Defer Public Hearing Process to May 5, 2015 (No Additional Oral Comments <br /> 29 Accepted) <br /> 30 The Board considered deferring the public hearing process on the Comprehensive Plan <br /> 31 and Unified Development Ordinance (UDO) zoning text amendments pertaining to Agricultural <br /> 32 Support Enterprises within the Rural Buffer land use classification to May 5, 2015 in order to <br /> 33 allow time for the necessary Joint Planning Amendment (JPA) land use amendments to be <br /> 34 further considered and adopted. <br /> 35 Perdita Holtz said the JPAs are still in the review process. She said Carrboro has <br /> 36 adopted a revised resolution without the sunset clause, and Chapel Hill is scheduled to address <br /> 37 the JPA amendments next week. She said the JPA materials will need to come back to the <br /> 38 Board of County Commissioners for re-adoption, and staff plans to bring this to the Board of <br /> 39 County Commissioners on April 7th. She said the UDO amendments will be taken back to the <br /> 40 County planning board on April 1 st. <br /> 41 Commissioner Rich asked what will happen if there are two very different resolutions <br /> 42 from Carrboro and Chapel Hill. <br /> 43 Perdita Holtz said staff is not expecting differing resolutions, but if there are differences, <br /> 44 the local governments will need to come together to address this. <br /> 45 <br /> 46 A motion was made by Commissioner Jacobs, seconded by Commissioner Rich to: <br /> 47 1. Open the public hearing, and <br /> 48 2. Defer the hearing by adjourning it to May 5, 2015 in order to allow time for the necessary <br /> 49 JPA land use amendments to be further considered and adopted. <br /> 50 <br />
