6 <br /> 1 Strategic Plan for Orange County and Managing Free-Roaming Cats in Orange County, <br /> 2 North Carolina; and <br /> 3 <br /> 4 WHEREAS, spaying and neutering cats and dogs, among other animal companions, has been <br /> 5 shown to drastically reduce overpopulation; and <br /> 6 <br /> 7 WHEREAS, Animal Services has partnered with AnimalKind and the Department of Social <br /> 8 Services to offer "low cost" and "no cost" spay and neuter to households who are economically <br /> 9 disadvantaged or who receive public assistance; and <br /> 10 <br /> 11 WHEREAS, veterinarians, animal care and control organizations, national and local animal <br /> 12 welfare organizations, and private citizens have joined together again this year to advocate and <br /> 13 support the spaying and neutering of companion animals on "Spay Day USA 2015"; <br /> 14 <br /> 15 NOW THEREFORE BE IT RESOLVED by the Orange County Board of Commissioners that <br /> 16 February 24, 2015 is declared "Spay Neuter Day" and the Board calls upon the people of the <br /> 17 County to observe the day by having their own cats or dogs spayed or neutered or by <br /> 18 sponsoring the spaying or neutering of another person's cat or dog. <br /> 19 <br /> 20 THIS, THE 3rd DAY OF MARCH, 2015. <br /> 21 <br /> 22 A motion was made by Commissioner Jacobs, seconded by Commissioner Price to <br /> 23 adopt a resolution recognizing February 24, 2015 as "Spay Neuter Day" in Orange County and <br /> 24 authorize the Chair to sign. <br /> 25 <br /> 26 VOTE: UNANIMOUS <br /> 27 <br /> 28 Commissioner Jacobs congratulated the Animal Services Advisory Board (ASAB) and <br /> 29 staff, and he said it is good to see that they are making a difference in Orange County. <br /> 30 <br /> 31 5. Public Hearings <br /> 32 <br /> 33 a. Joint Public Hearing with the Historic Preservation Commission Regarding the <br /> 34 Proposed Designation of the White Cross School as an Orange County Local <br /> 35 Historic Landmark <br /> 36 The Board considered 1) conducting a joint public hearing with the Historic Preservation <br /> 37 Commission to receive public comment on the draft designation ordinance for the White Cross <br /> 38 School, 2) closing the public hearing; and 3) referring the draft designation ordinance back to <br /> 39 the Historic Preservation Commission for its final review and recommendation. <br /> 40 <br /> 41 The following Historic Preservation Members were in attendance: <br /> 42 Todd Dickinson, Chair <br /> 43 Bob Ireland, Vice Chair <br /> 44 Susan Ballard <br /> 45 Rob Golan <br /> 46 Jaime Grant <br /> 47 Grace White <br /> 48 <br /> 49 Peter Sandbeck discussed PowerPoint photos of the White Cross building, and the <br /> 50 landmark process. He said this hearing is a routine step in the landmark process, as required <br />
