b. Advisory Boards: <br />The EMSAP Implementation Focus <br />Group reviewed and commented on the <br />proposed overlay districts as part of the <br />prior process. Staff did not suggest that <br />the Group be reconvened prior to the <br />February 2014 QPH since significant <br />changes to the former work were not <br />being proposed. <br />c. Local Government Review: <br />Not applicable <br />The EMSAP IFG met on February 2, <br />2015 to review and discuss the <br />changes suggested by a group of <br />Efland area residents. The IFG <br />concurred with the resident group's <br />suggestions. <br />d. Notice Requirements <br />February 2014 QPH <br />Notices to affected and adjacent property owners were mailed on February 7, <br />2014. A total of 110 letters were mailed to affected property owners and 77 <br />postcards were mailed to adjacent property owners. <br />Legal advertisements were run in The Herald Sun and the News of Orange on <br />February 12 and 19. <br />25 notification signs were posted in strategic areas of the affected area on <br />February 11, 2014. The signs were posted 3 days before the "deadline date" due <br />to forecasts for snow and ice. <br />April 7, 2014 PIM <br />Courtesy postcards were mailed on March 18, 2014 to over 100 affected property <br />owners and ten signs were posted in the affected area. <br />February 18, 2015 PIM (inclement weather necessitated the postponement of the <br />meeting to February 23) <br />Courtesy postcards were mailed on February 4, 2015 to over 100 affected <br />property owners and to people who attended the April 7, 2014 PIM. Additionally, <br />ten signs were posted in the affected area. An e-mail was sent on February 18th <br />to Efland area residents for whom staff has e-mail addresses and a press release <br />was written by the Public Affairs office advising the public of the postponement. <br />e.
