M <br />PE -5: Support realistic ADM Growth projections as part of <br />the continuation budget. <br />• Since 1933, the Legislature has built student enrollment <br />(ADM growth) estimates into the continuation budget for <br />public education. The Legislature has eliminated that prac- <br />tice and, beginning in the 2015 -17 biennium, will begin with <br />a base budget that represents actual education expenditures <br />from the prior year with no adjustment for enrollment growth. <br />• Consequently, school districts will have to wait until the Leg- <br />islature passes a budget to know what additional money <br />they will have to hire new teachers or fund other enrollment <br />growth needs. <br />PE -6: Seek legislation to provide flexibility to local school <br />districts to align public school and community college cal- <br />endars. <br />• Currently, community college classes start in early August <br />while public schools begin in late August. <br />• Flexibility would allow for more effective use of continuing <br />technical education resources, allow public school students <br />to take community college courses during their normal school <br />day, and improve efficiencies combining community college <br />students, early college students, and high school students <br />for instruction. <br />
