12 <br />• Continued preparation with Dept. on Aging for anticipated increase in <br />LTC needs. <br />What are the concerns or emerging issues your board has identified for the <br />upcoming year that it plans to address, or wishes to bring to the Commissioners' <br />attention? <br />• Our committee continues to be concerned with care of residents in <br />Medicaid - dependent LTC facilities due to a dearth of quality caregivers <br />and high turnover. The CAC will continue to advocate for fair wages and <br />proper treatment of staff. <br />• Facility management problems, vacancies and turnover in key <br />administrative positions at Orange County's LTC facilities are of much <br />concern. The CAC will continue to provide consultation to recently <br />appointed administrators to help them address these challenges. <br />• The continued increase in the elderly population and growth in the <br />number of assisted living family care homes will require attention from <br />the committee to ensure that these homes meet substantially the same <br />standards by which we judge the most effective adult care homes and <br />facilities. The CAC will continue our oversight of FCHs and strive to <br />make more visits. <br />• Continued decreases in resident numbers at some assisted living <br />facilities, creating some fiscal difficulties at the facilities. The CAC will <br />advocate for improvements to the quality of resident care and physical <br />plant, which will in time encourage new admissions. <br />Additional Comments and Observations <br />• Orange County assisted living facility and family home strengths: <br />• Assisted living facilities and homes in the county continue to serve a <br />diverse variety of adults <br />• All assisted living facilities and homes visited by committee visit <br />teams are aware of the committee's functions, and the <br />administrators and staff of the facilities and homes are receptive to <br />committee concerns, questions, and suggestions. Most <br />administrators and staff see the committee as an asset that can help <br />them to identify and meet the challenges they face. <br />• Orange County assisted living facility and family home weaknesses: <br />• Need for more personalized or person- centered care for residents <br />• Some facilities and homes struggle in continuing to provide basic <br />service <br />• Apparent limited experience and preparation of facility and home <br />staff in handling mental health issues of residents <br />
