March 11, 2015 <br />To: Orange County Board of Commissioners <br />From: Brennan Bouma, Asset Management Services Sustainability Coordinator <br />RE: Ambulance Idle Reduction Project and Memorandum of Understanding with Stealth Power LLC <br />and the NC Clean Energy Technology Center <br />Background <br />Orange County is participating' in a pilot project to assess the impact of using idle- reduction technology <br />on seven County ambulances. The grant funding this project is the 2013 -2015 cycle of the Clean Fuel <br />Advanced Technology (CFAT) program of the NC Clean Energy Technology Center ( NCCETC). <br />The NCCETC is funded by the NC Department of Transportation to administer the,CFAT grant program <br />to lower vehicle emissions in NC counties with a non - attainment status for air quality, as determined by <br />the US Environmental Protection Agency. The grant proposal was written by a third party called New <br />West Technologies' on behalf of Stealth Power LLC, an idle- reduction technology provider. <br />In the fall of 2014, Orange County Asset Management Services (AMS) was approached to see if we <br />would be interested in working with New West and Stealth Power under this grant in order to receive <br />idle reduction equipment on seven of our ambulances at no cost to the County. AMS provided a letter <br />of support affirming our interest and we were awarded the grant valued at $181,965.00. <br />In early March, AMS, the County Manager, and the County Attorney reviewed an 11MOU laying out the <br />management, maintenance, and reporting requirements associated with the project. The MOU has <br />been executed by the County Manager. <br />This project will be completed with no capital expenditures, only in -kind investments in the use of <br />existing labor, facilities, and equipment.
