The CAPS system estimates <br />new development impacts and associated student generation, but it is important to <br />understand that student increases are a composite of both of these factors. This effect <br />can be dramatic and can vary greatly between areas and districts where either new <br />housing is dominant or new families move into a large inventory of existing housing <br />stock. <br />5. Recommendation: <br />Change <br />The SAPFOTAC reviewed and discussed the most recent student generation rate <br />analysis included in the 2014 TischlerBise report.
