Section II <br />pre- existing student generation rate (0.268) from the 2007 TischlerBise School <br />Impact Fee Report will be utilized. <br />61FA <br />Also, it should be noted that students are generated from new housing as well as from <br />existing housing where new families have moved in. The CAPS system estimates <br />new development impacts and associated student generation, but it is important to <br />understand that student increases are a composite of both of these factors. This effect <br />can be dramatic and can vary greatly between areas and districts where either new <br />housing is dominant or new families move into a large inventory of existing housing <br />stock. <br />5. Recommendation: <br />Change <br />The SAPFOTAC reviewed and discussed the most recent student generation rate <br />analysis included in the 2014 TischlerBise report. They recommend the BOCC and <br />other governing boards accept the new rates as reported in Attachment II.E.1 and <br />adopt them as the standard for the SAPFO and CAPS system. <br />43 <br />
